RESOLUTION NO. 5115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA ADOPTING THE SPECIFIC PLAN FOR
A PORTION OF THE SKYLINE EQUESTRIAN TRAIL
WITHIN THE FORMER RIGHT-OF-WAY OF MONTE VERDE
AVENUE BETWEEN HOLT AND GARVEY AVENUES
(Planning Commission Resolution No. 2603).
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. The City Council does hereby find, determine
and declare that the following Specific Plan for a portion of the
Skyline Equestrian Trail within the former right-of-way of Monte
Verde Avenue between Holt and Garvey Avenues was duly initiated,
that notice of hearing thereon was duly given and published, that
public hearings were duly held by the Planning Commission and the
City Council and that the public convenience, necessity and general
welfare require that the following. Specific Plan be adopted.
SECTION 2. The Specific Plan for a.portion of the
Skyline Equestrian Trail within the former right-of-way of Monte
Verde Avenue between Holt and Garvey Avenues, as more specifically
described in Planning Commission Resolution No. 2603, is hereby
adopted.
SECTION 3. The City Council does hereby find and
declare that the negative declaration of environmental impact pre-
pared by the Planning Department and approved by the Planning
Commission after notice and public hearing, is adequate, has been
prepared in accordance with the California Environmental Quality
Act of 1970 and the State Guidelines and is hereby adopted by the
City Council. The City Council does also find and declare that :this
Specific Plan is consistent with the goals and policies of the
Environmental Quality Element of the General Plan for the City of
West Covina and this Specific Plan will enhance and protect the
environment of the City.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution.
