RESOLUTION NO. 5112
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA APPROVING THE CLASS
SPECIFICATIONS FOR THE CLASS OF POLICE
RECORDS SUPERVISOR AND ESTABLISHING THE
SALARY RANGE THEREFOR.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to the recommendation of the
Personnel Board:
1. The class specifications for the class of Police
Records Supervisor, as attached hereto, marked Exhibit A, and by
this reference incorporated herein, are hereby adopted.
2. The salary range applicable to the class of Police
Records Supervisor shall be salary range 30 ($1,061 - $1,289).
3. The class of Police R_ecords_.Supervisor_is'-hereby
placed in the exempt service.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution.

Action Requested
.In a memorandum datad December 18, 1974, the Chief of Police
proposed that a civilian classification of Records Bureau
Supervisor be created and assigned a monthly salary range of
$1190-$I447. A copy of the proposed class specification was
attached. PXS was asked to review the proposed class specifi-
cation and recommend an appropriate salary range assignment.
Action Recommended
PMS; recoinmends that the following actions be taken:
1. The creation of a class titled Police Records
Supervisor to conform with the generally
accepted title used in similar settings in
other jurisdictions.
2. The adoption of the attached proposed class
specification for Police Records Supervisor.
3. The assignment of this new class to salary
range 30 ($1010-$1228).

A brief survey was conducted of several police departments having
a civilian classification with similar duties and responsibilities.
Each city surveyed, the respective class title and its salary
range are listed below.

This; survey denonstrates a lack of uniformity a-iong citi�Ds in
the method of es-tablishing compensation for this cl : ss. Some
cities have apparently merely elevated a senior records clerk
slightly above other clerical personnel.. Others have paid
salaries which closely correspond to those paid the uniformed
officer who was r,wplaced when the civilian class was creatad.
Because of the extreme variations in compensation practice's, we
rejected using this data as an appropriate basis for recomammend-
irg an appropriate salary in west Covina. I

Neither should the salaries paid law enforcement officers within
the DeparL--nent be utilized as the basis for determining the
appropriate salary for this proposed class. The creation of
the class implies recognition that the duties and responsibili-
ties of Police Officers, Sergeants, Lieutenants, etc., are not
comparable to those of the position responsible for records
supervision.
• Often the proposed salary for a supervisory class can be based
on an interrelationship to the classes supervised. However, that
method can be most effectively utilized when there is a series
of related -increasingly responsible classes, lacking in this
instance.
With the elimination of the three methods of establishing ;roper
coxftipensation outlined above, only a general horizontal comparison`
with other classes involving college training requirements remains
as a basis for proper salary assignment. Some of those classes
in the West Covina dlaS3if ication plan are listed below with brief
summaries of the training and experience required for each.

The background required for the proposed class Of Police Records
Supervisor most nearly relates to the broad educational background
permitted :For Administrative Analyst assigned to salary rang? 28.
However, the Police Records Supervisor does require yuparvlsury
experience and the job has elements ox plann4ng and supervision
not common to tre Ac,:ninistrative Analyst class. We recommend the
assignment of salary range 30, $1010 - $1223 monthly, approximately
10 above that assigned Administrative Analyst.
