A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA INITIATING PROCEEDINGS
FOR THE ANNEXATION OF CERTAIN UNINHABITED
TERRITORY TO THE CITY OF WEST COVINA AND
FIXING A TIME AND PLACE FOR HEARING WRITTEN
• PROTESTS BY OWNERS OF PROPERTY LOCATED WITHIN
THE TERRITORY PROPOSED TO BE ANNEXED (Easterly
Annexation No. 220).
WHEREAS, on May 28, 1975 the Local Agency Formation Com-
mission of the County of Los Angeles approved of the annexation of
certain uninhabited territory to the City of West Covina known as
"Easterly Annexation No. 220 to the City of West Covina", and
WHEREAS, the Local Agency Formation Commission has
determined that the proposed annexation is exempt from the provisions
of the California Environmental ,Quality Act under Section 15101 of
the State Guidelines;
NOW, THEREFORE, the City Council of the City of West
Covina does resolve as follows:
SECTION 1. The City Council of the City of West Covina,
on its own motion, hereby initiates proceedings to annex to the City
of West Covina, pursuant to the provisions of the Annexation of
Uninhabited Territory Act of 1939, the following described unincorpo-
rated and uninhabited territory:
Beginning at the intersection of the easterly line
of Tract No. 10330 as shown on map filed in Book 161,
• pages 22 to 31 inclusive of Maps, in the office of
the Recorder of the County of Los Angeles and a curve
concave to the north and having a radius of 1617
feet, said curve passes through a point in the
straight line portion of the easterly boundary of
Lot 22 of said tract, distant South 201 14' 55" East
along said straight line portion 64.66 feet from the
northerly terminus thereof, a radial of said curve to
said point bears South 1° 32' 19" West, said inter-
section being an angle point in the boundary of the
City of West Covina as same existed on June 5, 1975;
thence westerly along said boundary and following the
same in all its various courses and curve to its
first intersection with the boundary of the City of
Covina as same existed on said date; thence south-
easterly and easterly along said last mentioned
boundary to a point in that certain course having a
bearing and length of S. 78' 00' 27" E. 358.81 feet
in the southerly boundary of that certain parcel of
land described as Parcel 1 in a Resolution of the
California Highway Commission a certified copy of
which is recorded in Book R1426, page 964 of Official
Records, in the office of said recorder, said last
mentioned point being distant South 781 00' 27" East
along said certain course 152.89 feet from its inter-
section with the westerly line of Lot 12 of said
• Tract No. 10330; thence South 691 53' 07" East along
the westerly prolongation of that certain course having
a bearing and length of S. 69' 53' 07" E. 190.59 feet
in the access denial line as shown on County Surveyor's
Filed Map No. 11786, Sheet 4, on file in the office
of the County Engineer of said county and said last
mentioned certain course a distance of 234.75 feet
to the easterly terminus of said last mentioned
certain course; thence North 810 08' 14" East 15.90
feet to said boundary of the City of Covina; thence
southeasterly along said last mentioned boundary
and following the same in all its various courses and
• curves to said easterly line of Tract No. 10330; thence
southerly along said easterly line to the point of
beginning.
SECTION 2. That said unincorporated and uninhabited
territory and this proceeding be and hereby is designated as
"Easterly Annexation No. 220 to the City of'West Covina".
SECTION 3. The reasons for the annexation of said
unincorporated territory to the City of West Covina is to eliminate
jurisdictional problems in responding to emergencies occurring on the
San Bernardino. Freeway._
SECTION 4. The City Council hereby fixes the lath .day of
August.,.: 1975, at 8:00 o'clock P.M., in the Council Chambers of
the City Hall of the City of West Covina located at 1444 West
Garvey Avenue, West Covina, California, as the time and place at
which it will hear written protests against the annexation made by
any person owning real property within the territory proposed to
be annexed.
SECTION 5. The City Clerk shall cause a copy of this
resolution to be published at least twice but not oftener than once
a week in a newspaper of general circulation published in the City
and also in a newspaper of general circulation published outside of
• the City but in the County of Los Angeles; publication to be complete
at least 20 days prior to the date set for hearing of protests against
the annexation.
The City Clerk shall also cause a copy of this resolution
to be mailed to each person to whom land within the territory pro-
posed to be annexed is assessed in the last equalized County assess-
ment roll available on the date of this resolution at the address
shown on said assessment roll or as known to the City Clerk and
to any person who has filed his name and address and the designation
of the lands in which he has any interest, either legal or equitable,
with the City Clerk.
SECTION 6. The territory described herein shall be a
part of the City of West Covina for all purposes from the date of
filing of the Ordinance of Annexation by the Secretary of State.
SECTION 7. The City Clerk shall certify to the adoption
of this resolution.
