A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA URGING THE COMPREHENSIVE TRANSPORTATION
PLANNING COMMITTEE OF THE SOUTHERN CALIFORNIA
ASSOCIATION OF GOVERNMENTS TO CONSIDER A SPECIFIC
PROPOSAL FOR THE ALLOCATION OF SB 821 FUNDS.
WHEREAS: In 1975 the Legislature of California 'adopted
SB821 amending the Transportation Development Act to permit two
percent of the funds generated by that act to be made available to
cities to create facilities for pedestrian and bicycle use; and
WHEREAS: In 1974 Legislation was passed prohibiting
allocation of such funds solely on a population basis for the
fiscal year 1974-75; and
WHEREAS: The Southern California Association of Govern-
ments has been given the responsibility of establishing a method
for the allocation of those funds; and
WHEREAS: An allocation method should be established
only after careful consideration of the needs and desires of the
jurisdictions within the SCAG region; and
WHEREAS: The cities in the East San Gabriel Valley
Inter -City Bikeway Group have studied the problem of the allocation
of bikeway -pedestrian funds and has arrived at what it considers a
viable and equitable allocation method for such funds;

1. Funding should be allocated on the basis of a 100% formula
allocation, and funding should be available for both planning
and implementation.
40 2. The method of allocation should be on the basis of population
subject to the following limitations:
a. Funds for planning shall not exceed two years allocation.
b. The planning program must be approved by SCAG prior to
funding.
c. ',The planning program must show the following:
i. a time and cost schedule
ii. method of citizen input
iii. how it will be coordinated with ajacent jurisdictions
iv, methods of implementation of a Capital Improvement
Program
d. A yearly (fiscal year) progress report shall be required
prior to allocation of additional funding for Planning
after the first year.
e. Jurisdictions which fail to meet approved program schedules
shall demonstrate why funding should not be withheld until
they have recovered their original timing or have had a
revised program approved. In no event shall the funds for
planning exceed a jurisdiction's two-year allocation.
is 3. Funds allocated for implementation should be available only to
those jurisdictions whose projects are:
a. Part of an overall plan and implementation program
b. Coordinated with all adjacent jurisdictions net -work
and plans
c.. Serve current transportation trips and consider future
`transportation trips
d. Implement a substantial planning effort.
4. Those funds which are not claimed or allocated because of a
failure to meet the recommended criteria shall go into a
discretionary fund for distribution for implementation programs.
Priority for the dispersal of discretionary funds should go to
inter -city or subregional bikeway implementation or planning.
5. 8SCAG should undertake studies to determine what the bikeway
demands are. Studies of employment centers, particularly those
cities having a higher daytime employment than residential
population (i.e. Industry, Vernon Beverly Hills, Commerce,
Stanton, Etc.) to determine if persons would ride bicycles to
work if bikeway systems were available. A special survey
• should also be taken of the Downtown Los Angeles and Wilshire
areas.
