RESOLUTION NO. 5015
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING RESOLUTION NO. 4329, ADOPTED
MARCH 22, 1971, RELATING TO THE YOUTH ADVISORY
COMMISSION PERTAINING TO GRADE STATUS, QUALIFICATIONS,
TERMINATIONS AND COMPENSATION.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Section 1 of Resolution No. 4329, adopted
March 22, 1971, as amended by Resolution No. 4826, is hereby further
amended to read as follows:
"SECTION 1. Establishment of Youth Advisory Commission.
A Youth Advisory Commission is hereby established consisting
of seven (7) members.
There shall be one alternate for each member of the
Commission. The alternate shall be entitled to attend all meetings
of the Commission and shall have the right to participate in the
deliberations of the Commission. However, only a member shall have
the right to vote on matters coming before the Commission. If a
member is absent, his alternate shall have the right to vote during
his absence.
Whenever possible, at least one member of the Youth
Advisory Commission should be selected from each of the following
high schools:
a.
Covina
b.
South Hills
C.
West Covina
d..
Edgewood
e.
Bishop Amat
f.
Nogales if
SECTION 2. Section 7 of said resolution, as amended, is
further amended to read:
"SECTION 7. Termination of Membership.
Individual membership on the Youth Advisory Commission,
as member or alternate, shall terminate as follows:
(a) By resolution of the City Council;
(b) By resignation or death of the member;
(c) Automatically by absence from two consecutive
regular meetings of the Commission without the formal consent of
the Commission.
(d) By resolution of the City Council, upon the recomm-
endation of the members of the Commission, if a member or alternate
demonstrates a definite lack of interest by missing scheduled meetings
without a valid excuse."

SECTION 3. Section 8 of said resolution, as amended, is
further amended to read:
"SECTION 8. Qualification of Members.
Only those persons who reside in the City of West Covina
may be appointed and serve as members of the Youth Advisory Comm-
ission. All members of the Youth Advisory Commission and their
alternates shall be at least 15 years and not over 22 years of age
at the time of their appointment."
SECTION 4. Section 11 of said resolution, as amended,
is further amended to read:
"SECTION 11. Compensation. Each member and each alternate
member of the Youth Advisory Commission shall be paid by the City as
compensation for his services the sum of $10.00 per calendar month.
No compensation shall be paid. for any month to any member or to
any alternate member who does not attend any regularly scheduled
meeting held during the month."
SECTION 5. The City Clerk shall certify to the adoption
of this Resolution.

I HEREBY CERTIFY that the foregoing Resolution No. 5015
was duly and regularly adopted by the City Council of the City of West
Covina at a regular meeting held thereof on the loth day of February ,
1975, by the following vote of the Council:
