RESOLUTION NO. 5011
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA REQUESTING NYPUM TO
PROVIDE ASSISTANCE IN ESTABLISHING A
NATIONAL YOUTH PROJECT USING MINIBIKES
(NYPUM) UNIT IN WEST COVINA.
WHEREAS, the City Council, Human Relations Commission,
and City staff have been.studying,.the^_question�of_ problem -prone
youth iri the community for a period'o:f many: months, and
WHEREAS, it,has been concluded that there is a need
for a formal program to involve the youth of the community in
counseling and constructive activities, and
WHEREAS, the National Youth Project Using Minibikes
(NYPUM) has been refunded for its fourth year of operation in an
amount sufficient to develop 80 new NYPUM units in the United
States, and
WHEREAS, the Human Relations and Recreation and Park
Commissions have recommended the implementation of a NYPUM unit
assigned to the Recreation and Park Department,
NOW, THEREFORE, BE IT RESOLVED that the City Council
hereby approves the establishment of a NYPUM unit, using 2 CETA. II
personnel, under the jurisdiction of the Recreation and Park Depart-
ment and requests NYPUM to assist in establishing this unit, and
FINALLY BE IT RESOLVED that the City Clerk be instructed
to transmit a copy of this resolution to Joseph Montez, NYPUM
Regional Director.
