RESOLUTION NO. 5010
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA APPROVING CLASS
SPECIFICATIONS FOR THE CLASS OF NYPUM
PROGRAM DIRECTOR AND NYPUM OUTREACH
WORKER AND ESTABLISHING THE SALARY RANGES
THEREFOR.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to the recommendation of the
Personnel Board:
1. The class specifications for the class of NYPUM
Program Director, as attached hereto marked Exhibit 1, and by this
reference incorporated herein, is hereby approved.
2. The salary rate applicable to the class of NYPUM
Program Director is hereby fixed and established at $831 per month.
SECTION 2. Pursuant to the recommendation of the
Personnel Board:
1. The class specifications for the class of NYPUM Out-
reach Worker, as attached hereto marked Exhibit 2, and by this reference
incorporated herein, is hereby approved.
• 2. The salary rate applicable to the class of NYPUM
Outreach Worker is hereby fixed and established at $701 per month.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution.

• NYPUM PROGRAM DIRECTOR
JOB SUMMARY
Under general supervision of the Department of Recreation and Parks,
organizes and conducts a pre-delinquent/delinquent youth counseling
program using mini -bikes (motorcycles) as a tool to encourage youth
program participation.
Representative Duties
Engages in public relations to inform police, probation, school, and
other youth -serving agencies about the NYPUM Program; conducts mini -
bike riding, group and individual counseling, and educational sessions
for youth participants; acts as an advocate -advisor for troubled youth
in their relations with community agencies; prepares progress reports
and social histories on program participants.
Training and Experience
High school education or equivalent. Some college preferred. One year
of experience in working with adolescent youth, preferably delinquent -
prone youth. Demonstrated experience in being able to work coopera-
tively with community agencies, i.e., police, schools, probation,
courts.
• Knowledge and Abilities
General knowledge of delinquent behavior, small group behavior, ethnic
group cultural attitudes, and community resources.
Ability to relate positively to delinquent youth and maintain control
of group activities.
Ability to explain and enthuse community agencies, community leaders,
and the general public about the NYPUM Program.
Personal Qualities
The NYPUM director must act as a positive role model for troubled
youth. He or she must be self confident and able to give extensively
of himself/herself for the betterment of the youth.
Other Qualifications
Must possess a Class II Driver's License plus special permit for a
motorcycle.

NYPUM OUTREACH WORKER
JOB SUMMARY
Under the general supervision of the NYPUM Program Director,
supervises and coordinates a NYPUM unit.
Representative Duties
Assists in the planning and supervision of all NYPUM activities;
assists in mini -bike maintenance; assists in developing and 'admin-
istering an adequate formal and informal safety program for NYPUM
participants; assists in the development of financial resources
for NYPUM participants for in -kind contributions; and adds con-
structively to the program in a creative way.
QUALIFICATIONS GUIDE
Minimum Age
Twenty-one years.
Training and Experience .
High school education or equivalent. Some college desirable.
Experience and/or training in youth -oriented social work is required.
Knowledge of bike repairs and safety desirable.
• Knowledge and Abilities
General knowledge of delinquent behavior, attitudes, and the role of
community programs in dealing with them.
Ability to relate positively to delinquent youth and maintain con-
trol of group activities.
Ability to maintain consistent, positive public relations throughout
the community regarding the NYPUM Program.
Personal Qualities
Demonstrated leadership abilities are essential. Must provide a
positive role model for troubled youth.
Other Qualifications
Must possess a Class II Driver's License plus special permit for a
motorcycle.
