Resolution - 5006RESOLUTION NO. 5006 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA RE-CREATING THE CLASS OF PARK SUPERINTENDENT, ESTABLISHING THE SALARY RANGE THEREFOR AND SPECIFYING THE CLASSIFICATION AS EXEMPT. The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Board: 1. The class of Park Superintendent is hereby re- created and the class specifications therefor, as attached hereto, marked Exhibit A, and by this reference incorporated herein, are adopted. 2. The salary range applicable to the re-created class of Park Superintendent shall be Department Head Range-D. 3. The re-created position of Park Superintendent is hereby placed in the exempt service. Roprescntativo Duties Makes analytical studies to assist in determining present and future needs for recreation and park areas and facilities; prepares and recomends long term plans to meet those needs, including the budgetary requirements; prepares opecifications, contracts, written and oral reports; may design and prepare plans of park area development; may supervise or coordinate the work of technical, staff consultants in' planning forestry, horticulture, landscape architecture, construction and design; organizes and directs the work of the Paris Section in consonance with the general polic:..es of the Department; gives direction to the Park Section by defining standards and principles of operation, and togebher.with the Department staff establishes goals and objectives; helps prepare and justify the Park budget, con- trols Section activities and expenditures; evaluates work perf orwanco; resolves personnel problems and grievances;helps recruit, select, and train employees of the Park Section; establishes] procedures to maintain files, correspondence and records of the Department; provides a system of reporting, interpreting and pub- licizing the work of the agency to the public; attends Recreation and Park Com- mission meetings and represents tho Department at other neetings, as requested. QUALIFICATIONS GUIDE Training and Eyperience A Bachelors Degree in Park Management or allied field, such as landscape archi- tecture, horticulture, forestry, or arboriculture; and Four years of recent responsible park service experience, including three years at a supervisory level of responsibility. One additional year of supervisory experience may be substittatod for one year of the required college level training. Knowledges and Abilities Thorough know).odgo of the principles, theory and philosophy of the park profession, and of the development, construction, maintenance and operation of park and recrea- tion areas and facilities, including advance planning for areas and facilities; knowledge of level of adequacy at which services are to be provided; kno-A edge of the principles of manngtment, budgeting, cost analysis and control, organization and staffing, supervision, and training.
