Resolution - 5002RESOLUTION NO. 5002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA GRANTING A VARIANCE (Variance Application No. 711 - Quiel Bros. Sign Co. - Mandy Williams Oldsmobile) • The City Council of the City of West Covina does resolve as follows: SECTION 1. It is hereby found and determined.that the application of Quiel Bros. Co. for a variance to permit the construction of a detached pole sign having a height of 42 feet and additional signage of a maximum of 386 square feet on that certain property generally described as 2525 East Workman Avenue in the C-2 Zone and more particularly described i'n.Variance Application No. 711, was duly made, that a hearing thereon was duly held by the Planning Commission after legal notice thereof, that the Planning Commission denied said variance by its Resolution No. 2563, that said action was appealed to the City Council, and the City Council has held a hearing thereon after legal notice thereof. SECTION 2. It is hereby found by the City Council that: (a) There are exceptional circumstances applicable to the property which distinguish it from other properties in the same area in that the present free standing sign is not visible from the major thoroughfares in the immediate vicinity of the property. (b) The granting of the variance will not be materially detrimental to the public welfare inasmuch as it will permit the upgrading of the property and the elimination of a substandard free standing sign. (c) The granting of the variance will not adversely affect the general plan. SECTION 3. A variance is hereby granted as applied for in Variance Application No. 711. It is granted upon the following conditions, the violation of any one of which shall be grounds for the revocation of this variance by the Planning Com- mission or the City Council: 1. The existing free standing pole sign on thefron:t­ of the property shall be removed and replaced by a free standing pole sign, the maximum height of which shall be 42 feet. 2. The maximum sign area permitted on the front of the building and on the faces of the detached sign shall not exceed a maximum of 386 square feet. SECTION 4. The City Council hereby finds that the improvement project for which the variance is granted is categorically exempt under the provisions of the California Environmental Quality Act. SECTION 5. The City Clerk shall certify to the adoption of this resolution. 41 Adopted and approved this 27th day of January 1975.
