A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA
ESTABLISHING A DATE UPON WHICH THE CITY MAY BEGIN INCURRING
COSTS RESULTING FROM THE PREPARATION OF AN APPLICATION FOR
COMMUNITY BLOCK GRANT FUNDS AS AUTHORIZED IN THE HOUSING AND
COMMUNITY DEVELOPMENT ACT OF 1974.
The City Council of the City of West Covina does resolve as follows:
WHEREAS, on December 23, 1974, the City of West Covina received the
final regulations governing Title I of the Housing and Community Development
Act of 1974;
WHEREAS, said regulations became effective upon publication in the
Federal Register, Volume 39, Number 220, published on Wednesday, November 13,
1974;
WHEREAS, under sub -paragraph (c) of sub -part D, paragraph 570.302
of said regulations applicants by appropriate resolution of the local governing
body and as of the date of such resolution, may begin incurring reimbursable
costs for the planning and preparation of an application for funds available
under Title I of the Housing and Community Development Act of 1974;
WHEREAS, the City Council, on November 25, 1974, authorized City staff
to undertake the necessary work required under the Act for citizen participation;
WHEREAS, the City Council foresees considerable additional expenses
being incurred through the conducting of the scheduled citizen participation
meetings and the research necessary for the efficient conducting thereof;
NOW, THEREFORE, This City Council does Hereby Find and Determine As
Follows:
I. That this resolution recognizes that reimbursement for such costs
will be dependent upon the application for and the availability of funds to
implement Title I of the Housing and Community Development Act of 1974;
2. The the City Council is aware that the submission of an application
to the Department of Housing and Urban Development will be timely in accordance
with paragraph 570.303 of the regulation;
3. That the City Council is cognizant of the fact that local funds
expended pursuant to sub -paragraph (c) of paragraph 570.302 may be reimbursed
from an advance of funds;
4. That as stated in said sub -paragraph all costs incurred pursuant
to that section of the regulations may not exceed 10% of the applicant's entitle-
ment amount and must be fully documented in the applicant's files;
5. That January 1, 1975, shall be established as the date upon which
the City of West Covina shall begin incurring reimbursable expenses relevant to
required activities under the Housing and Community Development Act of 1974.
