Resolution - 3499RESOLUTION NO. 3499 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA ESTABLISHING THE CLASS SPECIFICATION FOR ADMINISTRATIVE ASSISTANT ATTACHED HERETO AND AMENDING RESOLUTION NO. 1277 TO ESTABLISH SAID POSITION. • The City Council of the City of West Covina does resolve as follows: SECTION 1. That portion of Section 7 of Resolution 1277, adopted on the 28th day.of January, 1958, relating to City Manager is hereby amended by the addition thereto of the following: "Administrative Assistant 1 30" SECTION 2. The class specification for Administrative Assistant which is attached to and hereby made a part of this resolution is hereby added to and made a part of said Resolution No. 1277. SECTION 3. The City Clerk shall certify to the adoption of this resolution. Adopted and approved this _28tly day of November 1966. I hereby certify that the foregoing resolution_ was duly Isadopted by the City Council of the City of West Covina at a regular meeting thereof held on the 28th day of November , 1966, by the following vote of the Council: AYES: Councilmen: Gillum, Nichols, Snyder, Gleckman, Mayor Krieger NOES: Councilmen: None ABSENT:Councilmen: None City C erk ~ CITE'' OWEST COVINA 1/65 ADMINISTRATIVE ASSISTANT 7'ob Su.mmarL Under direction of the City Manager, organizes and supervises a central personnel. merit system including testing, classifi.cat:ion, and pay functions; assists the City Manager in the analysis and. solution of special municipal problems with particular emphasis on City-wide administrative methods; and does related work as required • Representative, :Duties Plans, organizes , and administers the personnel management program of the City; supervises the open and promotional examination program utilizing written, performance, agility, oral, and related testing techniques; utilizes contract or professional. service in connection with these testing programs, and the use of medical, psychiatric, and other screening services; plans and supervises a program of position classification and salary administration, including fringe benefits, organizational, and related personnel management functions„ assists in personnel management problems; conducts correspond- ence with and visits governmental jurisdictions and other sources of information to se- cure assistance in the solution of local administrative problems; arranges conferences; relays interpretations and instructions on administrative policy; receives inquiries and visitors and answers questions or refers to the appropriate person; designs forms; prepares manuals and regulations, attends City Council and Personnel Board meetings, and meetings of other Boards and Commissions as required. Receives assignments for study or discussion of municipal problems from the City Manager, discusses such assignments with the offices involved; secures information from department: heads, officials, employees and other sources; developtentati.ve proposals for the solution of problems or, the revision or institution of pr edures; institutes such improvements; determines and suggests needs for improved admi.nis7 • trative methods; aids in installation of such improvements -9 _LTAL FICATIO.NS GUIDE Traini.nca and Experience A Bachelor Degree in government, public administration, business administration, or related fields, supplemented by some graduate courses in these fields; and Three years of professional experience in administrative analysis, administrative research, or as an assistant to a top administrator having budget, personnel, or pro- gram responsibilities A Masters Degree in government, public administration, business administration, or related .fields may substitute for one year of experience know .ged e and Abilities Thorough knowledge of modern principles, methods, and problems in public adminis- tration including organization and methods study, budgeting, personnel, administration systems, and procedures; knowledge of the methods of: administrative analysis and report preparation; knowledge of city government and inter -governmental relation -ships; knowledge of public personnel administration, examination procedures, classi.fi.cation methods, and salary management.
