Resolution - 3493RESOLUTION NO. 3493 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA COMMENDING JUDGE WINTHROP JOHNSON FOR HIS SERVICES TO THE CITY OF WEST COVINA •WHEREAS, the City Council was confronted with the problem of replacing the present City Hall of the City of West Covina which has become wholly inadequate and is seriously hampering the efficiency of our city employees and the productivity of their services to the public; and WHEREAS, in order to more fully develop public interest and encourage public opinion of the City Council's desire to determine the best possible means of financing and proceed with the project of build- ing a new Civic Center, it was deemed advisable to call on our citizens through the appointment of a Civic Center -Citizens Blue Ribbon Committee, composed of chairmen and responsible citizens representing all walks of life in our city who would study the need for the Civic Center and report their findings to the City Council through their co-chairmen; and WHEREAS, JudgeDWi ithrop Johnsongand'i.Johnc:]).:Stiles were chosen to head the Civic Center Blue Ribbon Committee as Co-chairmen; and WHEREAS, the Blue Ribbon Committee under the direction of the Co-chairmen dedicated themselves to the task, did study the problem, and through their Co-chairmen, Judge Winthrop Johnson and John D. Stiles, reported to the City Council at the regular meeting on October 10, 1966, that the City Council, in order to meet the challenges which confront our people and to keep pace with the potential development of this city, should proceed as rapidly as possible to build a new City Hall and Police • Administration Building and enlarge the Citrus Court, using the new device of the Joint Powers Act to permit this to be done before the con- struction and all other costs increase, and that a copy of their report be made available to all citizens; NOW, THEREFORE, the City Council.of the City of West Covina does hereby resolve: SECTION 1. That the City Council hereby commends Judge_ Winthrop Johnson for his outstanding services to this city as Co-chairman of the West Covina Civic Center Blue Ribbon Committee and for the grati- fying results of the efforts of the members of his committee. SECTION 2. That the City Clerk shall certify to the adoption of this resolution and shall transmit a certified copy thereof to Judge Winthrop Johnson. Approved and adopted this 44PV day of Novemb_W, 1966.
