A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA FINDING AND DECLARING THAT A MAJORITY
• PROTEST HAS NOT BEEN MADE AND CALLING A SPECIAL
ELECTION TO BE HELD ON THE SIXTH DAY OF DECEMBER,
1966 PERTAINING TO THE ANNEXATION OF WEST COVINA
SOUTHERLY ANNEXATION DISTRICT NO. 193 TO THE CITY
OF WEST COVINA.
WHEREAS, by Resolution No. 3435, the City Council of the
City of West Covina declared its intention to call a special election
in certain inhabited territory contiguous to said City proposed to
be annexed to said City, for the purpose of submitting to the qual-
ified electors residing in said territory the question whether or
not said territory shall be annexed to said city, and contained a
notice of the time and place for hearing property owners' protests
as required by Section 35117 of the Government Code; and
WHEREAS,a copy of said resolution was published and mailed
as required by law; and
WHEREAS, more than thirty days have not passed after
September 26, 1966, the time of the closing of the hearing set
by said resolution for hearing on protests to the proposed annexation,
and a majority protest has not been made as prescribed in Section
35121 of the Government Code of the State of California, and
WHEREAS, -all proceedings have been had in accordance with
• said resolution and the Annexation Act of 19131 reference thereto
hereby being made for further particulars;
NOW, THEREFORE, the City Council of the City of West
Covina does resolve as follows:
SECTION 1. The City Council does hereby find and declare
that a majority protest has not been made against said Southerly
Annexation District No. 193 to the City of West Covina. The City
Council does not elect to make any change in the boundaries thereof.
SECTION 2. A special election hereby is called to be held
on the 6th day of December, 1966, in the territory hereinafter des-
cribed and proposed to be annexed to the City of West.Covina, for
the purpose of submitting to the electors residing in said territory
the question whether or not such territory shall be annexed to and
incorporated in said City of West Covina.
Said territory is described as follows:
That portion of the Rancho La Puente in the County of
Los Angeles, State of California, as per map recorded
in Book 1, Pages 43 and 44 of Patents in the office of
the county recorder of said county, described as follows:
Beginning at the intersection of the southerly boundary
iof the City of West Covina as same existed on September
27, 1963, with the filing of the affidavit of completion
for "Southerly Annexation District No. 18l" (Ordinance
No. 815) and the east line of Tract No. 1438E as per map
recorded in Book 314, Pages 14, 15 and 16 of Maps in the
office of the county recorder of said county; thence
easterly along said southerly boundary to the intersection
with the west line of Tract No. 25190 as per map recorded
in Book 655, Pages 1, 2 and 3 of Maps in the office of
the county recorder of said county; thence south 40 23'
00" west along said west line 130.33 feet; thence south

890 41' 05" east 10.02 feet to the center line of La Seda
Road, 40 feet wide, as said center line is shown on the
map of said Tract No. 25190; thence southerly along the
center line of said La Seda Road to the intersection
with the easterly prolongation of that certain course,
having a length of 20 feet in the northerly boundary of
Tract No. 22180 as shown on map recorded in Book 655,
Pages 95 and 96 of Maps in the office of the county
recorder of said county; thence westerly along said
prolongation and continuing westerly and southwesterly
along the northerly boundary of said Tract No. 22180 to
the most northerly corner of Tract No. 25526 as shown on
map recorded in Book 655, Pages 93 and 94 of Maps in the
office of the county recorder of said county; thence
southwesterly along the boundary of said Tract No. 25526
and following the same in all its various courses and
curves to the intersection with the easterly.pprolongation
of the south line of Lot 87 of Tract No. 25156 as shown
on map recorded in Book 649, Pages 83,_84 and 85 of Maps
in the office of the county recorder of said county;
thence westerly along said last mentioned prolongation
to the center line of that 50 foot strip of land shown
as Lot 48 of Tract No. 25523 as per map recorded in Book
655, Pages 4, 5 and 6 of Maps in the office of the county
recorder of said county; thence southwesterly along the
prolongation of said last mentioned center line to the
beginning of a curve concave to the northwest having a
radius of 200 feet, tangent to said last mentioned
prolongation and tangent to a line which is parallel
with the northerly line of Lot 4 of Tract No. 2046 as
• per map recorded in Book 21, Page 116 of Maps in the
office of the county recorder of said county and which
passes through the southeasterly corner of Lot 36 of
aforementioned Tract No. 14388; thence southwesterly
along said last mentioned curve and westerly along
said parallel line to the east line of said last mentioned
tract; thence northerly along the east line of said last
mentioned tract to the point of beginning.
SECTION 3. TIME OF OPENING AND CLOSING OF POLLS. The
polls at said election shall be opened at 7:00 o'clock a.m. of the
day herein fixed for the holding of said election and shall be kept
open until 7:00 o'clock p.m. of the same day, when the polls shall
be closed.
SECTION 4. BALLOTS. Upon the ballots to be used at said
election there shall be printed the words:

ANNEXED TO THE CITY OF WEST COVINA?
Opposite these words there shall be printed the words
"Yes" and "No", and to the right of each of these last two words
there shall be a voting square. If an elector shall stamp a cross
(+) in the voting square after the printed word "Yes" the vote
• of such elector shall be counted in favor of the annexation of said
territory to the City of West Covina; and if an elector shall stamp
a cross (+) in the voting square after the printed word "No" the
vote of such elector shall be counted against such annexation.

SECTION 5. (a) For the purpose of said election there
hereby is established in the territory described herein one voting
precinct, which shall include all of said territory. The polling
place of said election precinct and the two judges and one inspector
to be officers of election and constitute the board of election for
such election precinct shall be designated by the City Council prior
to publication of notice of election.
(b) For their services in connection with said election,
said inspector shall receive $18.00 and said judges $15.00 each;
and the person in possession of the polling place named herein
.shall receive for the use of such premises in connection with said
election the sum of $15.00.
SECTION 6. The City Clerk shall publish a notice of said
special election as required by said Annexation Act of 1913, at least
once a week for the four weeks prior to the date of the election, in
the La Puente Valley Journal, a newspaper of general circulation,
printed and published outside the City of West Covina, but in the
County of Los Angeles, California.
SECTION 7. The City Clerk shall certify to the adoption
of this resolution.
