Resolution - 3460• • RESOLUTION NO. 3460 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA URGING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS TO INITIATE A PUBLIC AUTHORITY FINANCING PROGRAM UNDER THE PROVI- SIONS OF A JOINT POWERS AGREEMENT FOR THE DEVELOPMENT OF COUNTY AND CITY FACILITIES IN WEST COVINA CIVIC CENTER WHEREAS, the Los Angeles County Board of Supervisors and the West Covina City Council have undertaken studies for the joint financing of a needed County and City facilities in the West Civic Center; and WHEREAS, the financial consulting firm of Stone & Youngberg has shown that public authority financing under the provisions of a joint powers agreement between the County and City is the most feasible and economical method of developing the needed County and City facilities in the West Covina Civic Center; NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve: SECTION 1. That the City Council hereby urges the Board of Supervisors to initiate a public authority financing program under the provisions of a joint powers agreement between the County of Los Angeles and the City of West Covina by officially retaining A financial -'consultant and bond counsellor. SECTION 2. That the City Council hereby urges the Board of Supervisors to take immediate action on a joint powers agreement for the development of the needed County and City facilities in the West Covina Civic Center while existing con- struction estimates are still applicable. SECTION 3. That the City Clerk shall certify to the adoption of this Resolution.
