A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA AMENDING CERTAIN CLASS SPECIFICATIONS
ATTACHED TO RESOLUTION NO. 1277.
The City Council of the City of West Covina does resolve as
follows:
SECTION 1. The class specifications for Planning Associate,
Plan Checker, Traffic Engineer, Street Supervisor, Supervisor of Parks,
Superintendent of Recreation, Park and Tree Foreman, and Park Leadman
attached to and made a part of Resolution No. 1277, adopted on the 28th
day of January, 1958, as amended, are hereby amended by the substitution
therefor of the new class specifications for Planning Associate, Plan
Checker, Traffic Engineer, Street Maintenance Supervisor, Parks Super-
visor, Recreation Superintendent, Park and Tree Foreman, and Park Lead -
man, respectively, which are attached to and hereby made a part of this
Resolution.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution.
Adopted and approved this 23rd day, of May 1966.

adopted by the City Council of the City of West Covina at a regular

PARK LEADMAN
JOB SUMMARY
• Under general supervision performs varied duties as a working leadman in coordinat-
ing, supervising, and working with a crew engaged in the maintenance of turf, land-
scaped areas, and park equipment and facilities; does related work as required.
REPRESENTATIVE DUTIES
Performs various semi. -skilled duties as a working leadman in coordinating and super-
vising a field crew engaged in parks and grounds maintenance and construction; may
operate trucks, rollers, graders and other types of heavy duty equipment; instructs
subordinates in gardening and greens work, and enforces standard safety measures in
the proper and safe use of machinery and tools; makes recommendations for improved
methods of work and safety features related to projects; estimates time, materials
and costs involved in projects as assigned; prepares and submits required reports of
work in progress and completed projects.
QUALIFICATIONS GUIDE
Traininq and Experience
Graduation from high school; and
• Two years of experience in parks and grounds maintenance, involving the operation
and servicing of light power -driven equipment.
Knowledge and Abilities
Good working knowledge of groundskeeping or landscape maintenance; knowledge
of power equipment used in park maintenance work.
Ability to recognize diseased plants, to repair and maintain garden tools, and to
perform heavy work; ability to plan, coordinate, and supervise crews engaged in
various related work programs; ability to instruct subordinates in the proper
operation and safety features of equipment; leadership and fairness in handling
subordinates; ability to read and understand plans for a specific project;
ability to operate heavy duty equipment.
Licenses

PARKS SUPERVISOR
• JOB SUMMARY
Under direction, plans, assigns and supervises the work of employees engaged in
planting, maintenance and development of City parks and street trees; prepares
recommended landscape plans for proposed new park areas; and does related work as
required.
REPRESENTATIVE DUTIES
Plans and makes work assignments for subordinates engaged in landscaping of grounds
and the maintenance of buildings and recreation facilities in parks, inspects and re-
views the work of subordinates; prepares basic landscape plans for new park areas
for review and approval of superiors, plans and supervises the layout and installation
of lawn areas; plans and supervises the planting and spraying of trees, shrubs, and
grass; plans and supervises installation and maintenance of sprinkler systems and the
repair and painting of park facilities; inspects to insure that parks and parkway
grounds are kept clean; selects trees, shrubs, flowers and grasses to be planted;
develops and administers a street tree program which includes selection, planting,
maintenance, and removals; prepares budget for parks section;, estimates needs for and
requisitions tools, equipment, and materials; supervises the care and maintenance of
tools and equipment; keeps records and prepares reports.

Training and Experience
A B.A..Degree or equivalent in ornamental horticulture, park administration, landscape
architecture, or related fields; and
Four years of increasingly responsible experience in the planning, development, care
and maintenance of landscaped areas and buildings, including two years at a super-
visory level of responsibility.
Knowledge and Abilities
Knowledge of the propagating, planting, cultivating, pruning, and care of flowers,
shrubs, lawns and trees; knowledge of the methods of preparing soils for planting;
knowledge of the kinds of fertilizers and their proper usage; knowledge of plant dis-
eases and pests common to the area and the means of their control and eradication;
knowledge of the maintenance and repair of light power equipment; knowledge of the
operation of pumps, motors, boilers and chlorinators; knowledge of the operation of
filter systems and sprinkler systems.
Ability to plan, lay out, and direct maintenance work involved in caring for park
•facilities, city parks and street trees; ability to estimate time and materials needed
to complete a job; ability to keep records and prepare reports; ability to supervise
a group of employees engaged in varied activities; ability to maintain good public
relations.

• Under direction, plans, organizes and directs a program of municipal recreation
activities; and does related work as required.
REPRESENTATIVE DUTIES
Develops and directs a recreational program of activities and services for children,
youths and adults; meets with interested groups and individuals to discuss recreation
programs and facilities and needed improvements; recruits, selects, trains and directs
a staff of part-time recreation leaders and specialists; manages special events;
schedules use of facilities; organizes and participates in a public relations and public
information program; assists in planning and developing new parks as related to play-
ground and recreational facilities; administers use of recreation areas to insure proper
and safe use of facilities and equipment; prepares section budget recommendations,
and keeps section records.
QUALIFICATIONS GUIDE:
Training and Experience
A Bachelor Degree in recreation, physical education, or related fields; and
•Four years of responsible experience in recreation program activities; including two
years at a supervisory level of responsibility.

Thorough knowledge of the theory, techniques and methods of organizing group
recreational and athletic activities; knowledge of community organizations and re-
sources; knowledge of sports, crafts and games and group activities; knowledge of
City government, school district activities, personnel administration, budgeting and
public relations; knowledge of practical trends and developments in community
recreation programs and administration;
Ability to analyze community needs and to adapt a program to its particular require-
ments; ability to administer a total recreation program; ability to win support and
enthusiasm of leaders and participants in programs; ability to supervise full-time,
part-time and volunteer personnel; ability to develop and maintain harmonious public
relations .
Certification
Qualification as a Certified Recreator by the California Board of Recreation Personnel.
License

PARK AND TREE FOREMAN
JOB SUMMARY
Under direction organizes and supervises the work of crews engaged in the planting,
•and maintenance of parks, street trees and other landscaped areas; and does related
work as required.
REPRESENTATIVE 'DUTIES
Plans, assigns and directs the work .of park maintenance and tree trimmer personnel
engaged in planting, cultivating, trimming and maintaining street trees, lawns, flowers,
shrubs and maintenance of benches, tables, fences, walls and other park buildings and
facilities; designs and lays out minor landscape work; assigns employees to particular
parks and to various crews engaged in park and tree maintenance operations, and makes
changes in such assignments; receives and investigates problems involving street
trees, establishes work standards and inspects work in process and upon completion to
determine whether or not it has been completed properly and in a reasonable time;
determines the adequacy of supplies for normal park and street tree maintenance activi-
ties and orders new supplies when necessary; inspects condition of equipment and .
orders repairs; may operate trucks, rollers, graders and other types of heavy duty
equipment; instructs subordinate employees in safety practices; makes periodic sur-
veys of conditions of street trees and recommends changes and improvements, keeps re-
cords of time for men and equipment; makes written reports of work progress and related
matters; confers with departmental superior to plan major new work programs and to dis-
cuss problems which require correction.

diseases; working knowledge of power equipment, pips *fittings and carpentry;
knowledge of the principles of supervision and training.
Ability to plan and lay out street trees and park landscaped 'areas; ability to super-
vise service crews; ability to deal tactfully with the public; ability to follow orders,

JOB SUMMARY
Under general supervision acts as staff assistant to Building and Safety Director,
•checks all types of building plans and specifications for compliance with code require-
ments; inspects buildings and structures in all stages of construction; and does related
work as required
REPRESENTATIVE DUTIES
Receives and reviews residential, apartment, commercial and industrial building plans;
completes plan check applications, determines necessary changes and corrections under
Code requirements and fills out correction sheets; coordinates Precise •Plan, Zone
Variance and Building Permit procedure through Planning, .Engineering, fire Prevention,
and other City offices, for clearance as necessary, acquaints applicants with all. legal
building requirements and assists applicants in determining ways of bringing their
plans into conformance; refers more complex structural plans to department head for
further review and approval; checks building plans for conformance to code requirements,
checks structural calculations on residential, apartment, and single story commercial
buildings for errors in, computation of compressive earth values,foo.tings, and structural
values of walls and beams; makes field inspections of structural conformance to approv-
ed plans, specifications and codes in the same detail as the office plan checking; con-
fers with architects, designers, contractors and the general public regarding City code
requirements; issues building permits, provides information and interpretations to

TRAFFIC ENGINEER
JOB SUMMARY
Under direction, plans, organizes and coordinates the traffic engineering program of. the
City; conducts studies and prepares recommendations regarding traffic planning and con-
trol; prepares engineering designs for the installation of traffic signals and other traffic
controls; coordinates traffic program of City and does related work as required.
REPRESENTATIVEDUTIES
Studies traffic flow, traffic accident statistics and complaints, and makes recommenda-
tions for traffic markings and traffic control devices and changes; prepares engineering
designs and specifications for traffic signals and other control devices for the City
Engineer's approval; conducts traffic counts, origin and destination studies and volume
projections, including the preparation of drawings, charts, maps and diagrams to assist
in interpreting data; works with the -Police Department, Planning. Department,: Schools,
State Division of Highway, County Road Department; Highway Patrol and other City and
Governmental offices to obtain information and assist in arriving at conclusions and re-
commendations for changes in traffic markings, sizes, automatic traffic control devices;
reviews proposed subdivision and precise plans; recommends materials and equipment
for the manufacture and installation of traffic signs and markings; prepares estimates
and budgets for sign installation, signal maintenance, signal and paint.material and
equipment, reviews freeway and interchange studies; assists in determining design of in-
tersections and other traffic problem layouts; directs the installation and maintenance of
traffic control facilities; serves in 'a staff advisory capacity to the Chief of Police, City
Engineer, City Manager and local safety organizations in all matters related to traffic
control; makes field studies of traffic problems; serves on committees regarding traffic
matters and attends meetings and conferences in the field of traffic engineering; super-
vises the preparation and maintenance of records of traffic control facilities; makes
• studies and recommendations concerning traffic regulations and ordinances; and performs

Traininq and Experience
A B.S. Degree in Engineering from an accredited college or university; and
Five years of professional engineering experience, at least two of which have been
in responsible traffic engineering work;
A M.S.or M.A. Degree in Engineering or Planning may be substituted for two years
of the required experience.
Knowledge and Abilities
Good knowledge of the principles, practices and new developments in traffic engi-
neering; good knowledge of traffic survey techniques, statistics, and sources of
traffic engineering information; good knowledge of principles of City Planning,
local government, traffic enforcement, public works engineering and city manage-
ment, traffic enforcement, public works engineering and city management; knowledge
• of Federal, State and County laws, relating to traffic and traffic control; knowledge
of general research and report writing methods;

PLANNING ASSOCIATE
JOBSUMMARY
Under direction, developes assigned studies with much independence for establishing
methods and for gathering, analyzing and correlating factual information into comprehen-
*i.ve reports to be used in formulating the details of City plans; analyzes, evaluates and
coordinates the work of subordinates; assists the Planning Director and attends -meetings
required; and does related work as required.
REPRESENTATIVE DUTIES
'Participates in making surveys and gathering and analyzing information relating to
General Plans, land use, traffic, parking and other community planning problems; writes
reports on studies pertaining to planning problems and elements of City Planning; super-
vises the drafting of zoning maps and plots, indicates changes and annexations on such
maps, maintains current land use maps; makes surveys of assessment records and
compiles statistics for necessary capital improvement and annexation programs; analyzes
factors influencing population and community trends, and projects such trends to
determine future City expansion; compiles information and makes preliminary recommenda-
tions on special studies and questions of land use, such as development of industrial
sites and parks and recreation areas.
Attends -meetings of the City Planning Commission, L.A. Regional Planning Commission,
Local Agency Formation Commission, Traffic, Transportation and other area or county
groups; in the absence of the Director, makes presentations or represents the Department
at various planning meetings; acts in behalf of the Department Head in his absence;
receives directions, guidance, assignments and supervision from the Director and co-
oprdinates the work of the Planning Assistants, Planning Technicians and clerical staff.
QUALIFICATIONS GUIDE
Training and Experience
An AB Degree in City Planning, architecture, landscape architecture, public administration
or a related field; and
Three years responsible professional experience in the field of City or regional planning.
A Masters Degree in city planning, or closely related field, may be substituted for one
year of the required experience.
Knowledge and Abilities
Thorough knowledge of the principles and practices of all aspects of City or regional
planning; thorough knowledge of survey, research and data gathering methods and
techniques; good knowledge of the sources of planning information and of the
principles of research and report writing; knowledge of statistics, economics,
municipal finance and sociology as applied to City Planning; good knowledge of State,

JOB SUMMARY
Under direction, plans, assign and supervises the various maintenance and construction
• operations of the Street Department; inspects street and other public works construction
projects performed by the Department or under contract; and does related work as re-
. quired .
REPRESENTATIVE DUTIES
Supervises, oversees and inspects the work of the crews and divisions of the Depart-
ment; assigns and reassigns workmen among the various crews as workload requires;
transmits and interprets orders and reports on progress; assists in the preparation of
the department budget; handles public complaints by investigation and discussion with
property owners and residents; coordinates the work of several crews; makes inspection
during the progress of construction; repairs; or maintenance; on public works projects
and programs, to insure compliance with plans and specifications; inspects all exca-
vations within the public right-of-way; inspects methods and materials used in the
construction of streets, alleys, sidewalks, curbs, gutters, storm drains, catch basins,
driveways, approaches, culverts, and sewers on subdivision projects; submits detail-
ed reports on work progress on projects and material and labor used; represents the
city in local and other conferences on street and related public works programs.
QUALIFICATIONS GUIDE:
• Training and Experience
Two years of college level training in pre -engineering, public works, public
administration or related fields; and
Five years of public works construction experience involving streets and related
works, at least one year of which has been at a supervisory or inspectors level.
Additional supervisory or public works inspection experience may be substituted for
the required college training.
Knowledge and Abilities
Thorough knowledge of street and related public works maintenance and construction;
thorough knowledge of materials, equipment and practices, used in street, sewer,
storm drain, curb, gutter and sidewalk construction and repair; knowledge of inspection
methods and legal requirements for public works construction; working knowledge of
engineering plans and specifications; working knowledge of the principles of administra-
tion, supervision and training.
Ability to plan and coordinate the work of personnel engaged in office and field work;
the ability to prepare, review, and approve comprehensive reports, plans and estimates;
ability to maintain effective working relationships with administrative personnel,
•public officials, and members of the public; ability to prepare contract documents;
ability to prepare and operate in accordance with an approved budget.
