A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA REQUESTING THE STATE DIVISION OF
HIGHWAYS TO INSTALL SOME TYPE OF PROTECTIVE
BARRIER IN ADDITION TO THE USUAL FENCING BETWEEN
FREEWAYS IN WEST COVINA AND A FRONTAGE ROAD
• IMMEDIATELY ADJACENT THERETO.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. The City Council finds that:
1. Existing freeway fending in West Covina is subject
to a high frequency of collisions involving vehicles
running off the freeway, through the fence onto a
frontage road as evidenced by the amount of repair work
performed.
2. Existing freeway fencing is not capable of restraining a
vehicle running off the freeway and onto a frontage road.
The installation of a more substantial protective barrier
would reduce the possibility of vehicles breaching the
fence.
3. Due to the frontage roads being at freeway grade,
the potential for collisions between freeway traffic
and frontage road traffic is substantially greater thah
that which would prevail for either elevated or depressed
freeways.
• 4. Traffic volumes on critical portions of the frontage
roads in West Covina (approximately 60000 vehicles per
day) are greater than.volumes ordinarily occurring on
frontage roads in general.
5. Only one 12' lane is available for frontage road
traffic traveling opposite freeway flow. In the event
of an impending head-on collision with a vehicle running
off the freeway, a vehicle on the inside lane of the
frontage road would have virtually no room to maneuver
to avoid the collision.
6,:• When the freeway is widened, the clearance between
the freeway and the frontage roads will be reduced, thereby
increasing the accident potential.
7. Since a new fence will be constructed when the
freeway is widened, it would be appropriate from an
economic standpoint to include a very substantial
protective barrier than the fence above at that time.
SECTION 2. The State Division of Highways is hereby
respectfully requested to install a substantial protective barrier
in addition to the existing fencing along those portions of freeways
in West Covina immediately adjacent to a parallel frontage road.
SECTION 3. The City Clerk shall certify to the adoption
of this resolution and shall transmit a certified copy thereof to
the State Division of Highways.
