A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA DETERMINING AND DECLARING THAT
A CERTAIN STRUCTURE IS AN UNSAFE BUILDING AND
is A PUBLIC NUISANCE AND THAT THE SAME SHOULD BE
ABATED
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to Subsection (b) of Section 203
of the Uniform.Building Code, 1964 Edition, as adopted by the
City of West Covina, the City Council does hereby determine and
declare that the Building Official has examined the following
described building or structure and found the same to be an unsafe
building as defined in said Section 203; that the Building Offi-
cial gave written notice to the owner stating the defects in said
building and giving notice of a Public Hearing before the City
Council as required by said Section; that on the day of March 28,
1966, the City Council did conduct a public hearing thereon at
the time and place specified in said notice at which the owner
and all persons interested in such building and structure were
given an opportunity to be heard.
SECTION 2. The City Council does hereby find, determine,
and declare from the evidence that the building or structure known
as the Ruppert Residence and located on the south side of Virginia
Avenue at 3306 Virginia Avenue, West Covina, California, and
described as:
Parcel 1: That portion of Lot 20 of Tract No. 2371, in
the City of West Covina, County of Los Angeles, State of
California, as per map recorded in book 23, pages 98 and
99 of Maps, in the office of the County Recorder of said
County, described as follows:
Beginning at the northwest corner of said lot; thence
south 88056' East along the northerly line of said lot;
1.00 feet; thence south 1004' West parallel with the
westerly line of said lot, 218.02 feet; thence south
26037' East 20.51 feet; thence south 1026' West 74.60
feet; thence south 3003510311 West 401.31 feet, more or
less, to the southerly line of said lot; thence north
88056' West along said southerly line 12.30 feet, more
or less, to the southwesterly corner of said lot; thence
northerly along the westerly line of said lot to the
point of beginning.
EXCEPTING therefrom the precious metals and ores
thereof, as excepted from the partition between John
Rowland, Sr., and William Workman, in the partition deed
recorded in book 10, page 39 of Deeds.
Parcel 2: That portion of Lot 13 of Tract No. 2371, in
the City of West Covina, County of Los Angeles, State
of California, as per map recorded in Book 23, Page 98
and 99 of Maps, in the office of the County Recorder of
said County, described as follows:
Beginning at the northeasterly corner of said lot 13;
thence south 104' West 250 feet; thence south 2704'
West 456.17 feet; thence north 88°56' West 227.68
feet, more or less, along the southerly line of said lot

to a point, said point being distant easterly 330 feet
from the southwesterly corner of said lot; thence
• north 104' East 660 feet to a point in the northerly
line of said lot 13, distant 330 feet easterly from
the northwesterly corner of said lot, thence south
88056' East along the northerly line of said lot, a
distance of 427.65 feet more or less, to the point of
beginning;
EXCEPTING therefrom the "precious metals and ores
thereof" as excepted from the partition between John
Rowland, Sr., and William Workman, in the partition
deed recorded in Book 10, page 39 of Deeds;
is an unsafe building as defined by Section 203, and constitutes
a public nuisance in that the same is structurally unsafe, con-
stitutes a fire hazard, is.dangerous to human life and consti-
tutes a hazard to public safety and to the public welfare by
reason of dilapidation and inadequate maintenance and repair;
that said building or structure shall be abated by the repair,
rehabilitation,.demolition or removal thereof in accordance
with the procedure prescribed in said Section 203, and to the
extent and in such manner as to remedy the defects therein as
indicated by the Building Official; and that it is necessary
because of the condition of said building or structure that the
same be vacated forthwith and not be reoccupied until said
condition has been abated; such abatement to be completed
within ninety (90) days from date of the receipt of this notice
by the legal owner.
SECTION 3. The,Building Official is hereby instructed
to proceed in accordance with the terms and provisions of
Section 203.
SECTION 4. The City Clerk shall certify to the adop-
tion of this resolution and cause the same to be filed for record
in the office of the County Recorder of the County of Los Angeles.
