A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA REGARDING A SUPPLEMENTAL WATER
SUPPLY
WHEREAS,. analysis by highly qualified engineers in the
field of water supply shows that .by the year 1990 the total
annual water requirement in the City of West Covina will exceed
the amount of water available from local sources by approxi-
mately 8,600 acre feet per year; and
WHEREAS, members of the City Council have conducted
extensive investigations of the possible methods for securing
a supplemental water supply to meet the future requirements of
the City, including discussions with representatives of the
Department of Water Resources of the State of California, the
Metropolitan Water District of Southern California, the San Gab-
riel Valley'Municipal Water District, and the Upper San Gabriel
Valley Municipal Water,District; and
WHEREAS, the City Council finds that the cost to the tax-
payers and water users of West Covina of a supplemental water
supply would be minimized.if the City were to join together with
other public agencies in the San Gabriel Valley for the purpose
of securing a supplemental water.supply; and
WHEREAS, highly qualified engineers in the field of
water supply have shown to the San Gabriel Valley Municipal
Water District that the total accumulated cost up to the year
1990 of a supplemental water supply obtained through a water
service contract with the Department of Water Resources of the
State of California would be approximately ten to twenty per cent
less than the corresponding cost of an equivalent water supply
obtained through annexation to the Metropolitan Water District
of Southern California; and
WHEREAS, the San Gabriel Valley Municipal Water District
has executed a contract with the Department of Water Resources
of the State of California for a supplemental water supply for
its existing area; and
WHEREAS, in the event that the City of -West Covina were ,
to be annexed to the San Gabriel Valley Municipal Water District,
an.additional supplemental water supply, sufficient to meet
the needs of West Covina, could be obtained by contract with
the Department of Water Resources of the State of California;
and
WHEREAS, the citizens of West Covina would obtain a more
direct and proportionately greater representation in the conduct
of the affairs of the San Gabriel Valley Municipal Water District
than in the:affairs of the Metropolitan Water District and its
• local constituent member, the Upper San Gabriel Valley Municipal
Water District, in the event that West Covina were to be
annexed to one of these agencies;

NOW, THEREFORE, the City Council of,the Crity of West
Covina resolves and determines and recommends" -to the citizens
of•West Covina that the best and most economical method for
obtaining the supplemental water supply that,is essential to
meet;the City's future needs is to secure the annexation of the
City to the San 'Gabriel Valley•,Muriicipal Water'District.
IT IS FURTHER RESOLVED that the City Clerk shall certify
to the adoption of this,Reolution.
