A RESOLUTION OF THE -CITY COUNCIL OF THE CITY OF
WEST COVINA EXPRESSING ITS OPINION'WITH REGARD
TO THE OPERATION OF THE PROPOSED RAPID TRANSIT
SYSTEM
WHEREAS, the State Assembly Transportation and Commerce
committee has accepted the invitation from the Los 'Angeles County
Board of Supervisors-tb hold hearings on ,Rapid Transit proposals;
and

WHEREAS., hearings are scheduled for -Monday, October 28,
1963, and Tuesday, October 29,,1963; at'the'Sptate Building in
Los Angeles, Cali fornia;° and
WHEREAS, the City Council of the City of West Covina wishes
to make its position known with regard to this matter to the
Committee;
NOW, THEREFORE, the City Council of the City of West Covina
does resolve as follows:
SECTION 1-. That the City Council istunanimous in its
feeling that rapid transit should not be subsidized, and that
this Council is in favor of private enterprise constructing and
operating any rapid transit system and that the cost should be
paid from the fare box.
.SECTION 2. .That in the, event it is decided that Metro-
politan TransitAuthority construct and operate the rapid transit
system, that they be required to place before'the voters the
question of taxing the people for the construction and operation
of the system.
SECTION 3. The City Clerk shall certify to the'adoption
of this resolution.
Approved and adopted this 7th day of October, 1963.
