' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
`'WEST COVINA REQUESTING THE LOS ANGELES COUNTY
BOARD OF SUPERVISORS TO ADOPT THE NECESSARY
MEASURES TO PROCEED.WITH THE FINAL DESIGN AND,
FINANCING FOR THE CONSTRUCTION OF THE,PROJECT
'OF AZUSA AVENUE EXTENSION FROM FRANCISQUITO
AVENUE TO ,PASS AND COVINA ROAD.IN THE;CITY OF
WEST COVINA AND THE COUNTY OF LOS ANGELES
'WHEREAS, the development of the extension of,South Azusa
Avenue as No. 1 priority from Francisquito Avenue to Pass and-,
Covina Road is urgently.needed and is supported by the City Council
of West Covina;, -and .
WHEREAS, recent studies by the Metropolitan Engineering
Board of Los Angeles County and,the State Division of Highways, in
the SCR-62 Report, have indicated.a need.for�the inclusion of a
major thoroughfare in.this location; and
WHEREAS, the.acceierated growth and population of the area
have created..an urgent need in this location,,to serve the County
and the Cities of the area; and_,
WHEREAS, the Los Angeles County�Road,''Department has
established this thoroughfare as a highway of major County inter-
est.; and
WHEREAS, the.City of West Covina wili'participate, on a
matching fund .basis, for the improvement of Azusa Avenue in the
City of West Covina as soon as the County Road Department estab-
lishes a new cost -estimate and establishes what would be a fair
participation; 'and,,
WHEREAS, should Federal Aid Secondary Highway Funds be
available for the extension of this.'t_horoughfare; every effort
should be made to obtain such funds;
NOW, THEREFORE, the City Council of the City of West Covina
does.resolve as follows.:
SECTION-1. That a critical deficiency has been established
for a,north-south highway through the East San Gabriel'Valley and
that such a highway is necessary to the County of Los Angeles and
the Cities of the Valley.
".SECTION 2. That the only logical and direct route would
be the�development.of Azusa Avenue between the present southerly
terminus of Francisquito Avenue extending.southerly to,Pass and
Covina Road..' u -
SECTION`3. That the development of Azusa Avenue is of
paramount'importance to the City.of'-West Covina and.has been
established as No. 1 priority in -the development of.the.City of
West ,Covina's street and highway system.
SECTION 4. That in the public interest and general welfare
of the people of the East San Gabriel Valley; it is respectfully
requested that the Los Angeles County Board of Supervisors
immediately initiate surveys and explore all possibilities for
the construction of Azusa Avenue between Francisquito Avenue and
Pass and Covina,Road, and later to -Valley Boulevard,

SECTION 5. The City
Clerk shall certify to the adoption
of this
resolution.
