RESOLUTION NO. 2727'
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF.NEST COVINA AMENDING CERTAIN CLASS SPECI-
FICATIONS ATTACHED TO RESOLUTION NO, 1277<
The City Council of the City of West Covina does re-
solve as follows:
SECTION to The class specifications for Secretary,
Clerk -Stenographer and Clerk -Typist attached to`and made a part
of Resolution No. 1277, adopted on the 28th day'of January, 1958,
are hereby amended by the substitution therefor of the new class
specifications for said three positions which are attached to and
hereby made a part of this Resolution.
SECTION 2a The City Clerk shall certify to the
adoption of this Resolution,

SECRETARY
DEFINITION-
Under a general supervision, performs difficult and complex clerical
work for a major department head; does stengraphic work; may supervise
the work of a clerical assistant; and does other work as required.
DISTINGUISHING CHARACTERISTICS
Positions un�this class are distinguished from those in the next lower
class of Clerk -Stenographer, in that assignments to the Secretary are
made on a broader and less detailed basis„ There'is responsibility,
not solely for choosing a course of action from a'relatively limited
number of alternatives; but rather for the handling of overall clerical
and sub -technical processes including the establishing of procedures
and priorities and following up on the work until"its completion. Re-
sponsibilities are also taken at times for decisions involving interpre-
tations of broad policies.
EXAMPLES OF DUTIES,
Takes shorthand notes from dictation and accurately transcribes them;
attends meetings, and takes and transcribes notes',iof actions and pro-
ceedings; composes Letters from marginal notes orjoral or written
directions or on own initiative; transcribes dictating machine records;
compiles and prepares detailed reports; receives, receipts and records
fees collected; maintains complex files and card indexes; figures and
types forms bills, and statements; issues permits and licenses; gives
information over the counter or by telephone, in answer to inquiries
and requiring knowledge of departmental operations; conducts inter-
views; initiates and follows up action to insure Proper completion of
legal processes involved in public hearings; maintains and recommends
improvements in complex technical filing systems; reads and to some
extent interprets technical information for interested parties; assigns
and checks the work of one or more clerks; interviews callers; makes
appointments. When assigned to the Police Department to search and
transport female prisoners and care for juveniles !'when so directed by
the Chief of Police or his representatives.
DESIRABLE QUALIFICATIONS:
Knowledge of- Modern office methods, equipment and procedures;
principles and practices of effective supervision.
Ability to- Perform responsible clerical work as described;
Type at a speed of 50 words per minute;
Take dictation at a speed of 100 words a minute and
transcribe it at a speed of 30 words a minute;
Compose letters independently;
Lay out and supervise the work of subordinates;
Interpret general policies and procedures and apply
them to specific situations;
Follow written and oral directions;
EXPERIENCE,
Four years of progressively responsible experience in stenographic
and clerical work,
EDUCATION.
Equivallent to graduation from high school, including or supplemented
