A RESOLUTION,OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA SUPPORTINGrTHE
"OPERATION IDENTIFICATION" PROGRAM11UNDER-
TAKEN BY THE EXCHANGE CLUB OF COVINA -
WEST COVINA
WHEREAS, the national crime rate for burglaries is
higher than any other major criminal offense,, and
WHEREAS,,'approximately 150,000 burglaries are com-
mitted in our State annually; and
WHEREAS, identification as to ownership of most
stolen items is extremely difficult or practically -impossible
except in isolated;instances; and.
WHEREAS, the lack of positive means of ownership
identification materially,coniributes to the success of the
criminal i_n the perpetration of this crime; and
WHEREAS, the project "OPERATION IDENTIFICATION",
sponsored'.by'the Exchange Club of Covina -West Covina, in
conjunction with.the Police Department of the City of West,
Covina, will promote a reduction in crimes of this nature
by offering positive proof of ownership identification to
law.enforcement agencies everywhere; and
WHEREAS, this project further emphasizes the im- '
portance and necessity for each citizen to join with his law
enforcement agencies in the fight against crime.

NOW2 THEREFORE, BE IT RESOLVED that the City -Council
of West Covina does this 19th day of August, 1963, endorse,
ratify and support the joint undertaking by the Exchange Club
of Covina - West Covina and the West Covina Police Department,•
known as "OPERATION IDENTIFICATION" and urges each and every
citizen of -West .Covina to join in this constructive program of
crime prevention and detection.
