Resolution - 2674RESOLUTION NO. 2674 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING,ITS INTENTION TO ORDER CERTAIN LIGHTING STANDARDS,FIXTURES.AND.APPL:IANCES� ON CERTAIN STREETS.AND „ PUBLIC PLACES IN THE_CITY OF WEST COVINA,,TO BE INSTALLED, MAINTAINEDL- AND ELECTRIC CURRENT. TO BE FURNISHED. FOR LIGHTING SAID,FIXTURES FOR..A PERIOD OF MONTHS.ENDING,JUNE 30, 1966,.for STREET,LIGHTING ASSESSMENT DISTRICT NO..62-1. THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE_AND ORDER AS FOLLOWS:._ SECTION 1. That the public interest and convenience require, and it is the intention of the City Council of the City of West Covina to order certain fixtures and appliances (including the installation of steel poles where required) on portions of streets, -avenues, places, circles, parkways, courts, ways and drives within said City, all as shown on Diagram and Plan No. LAD 62-1 on file in the office of the City Clerk, to be installed, maintained and electric current to be furnished for lighting said fixtures and appliances for a period of months ending June 30, 1966, in accordance with the report of the City Engineer dated July 8. , 1963, on file in the office of the City Clerk, and which is hereby referred to and by this reference incorporated herein and made a part hereof. The period of time for the furnishing of electric current and maintenance for the fixtures and appliances on each street (or right-of-way stated above) shall be set forth in detail in a "NOTICE OF IMPROVEMENT", which said Notice the law requires to be both published and posted. All of.the work and improvement shall be done in accordance with the plans and specifications referred to in the said report of • the City Engineer dated July 8 1963. • SECTION 2. The City Treasurer having heretofore established a special fund known as "Street Lighting Installation, Electric Current and Maintenance Fund, Street Lighting District No. 62-1", therefore said City Treasurer shall place in said special fund all monies collected by the tax collector pursuant to the provisions of Section 6 of this resolution, as soon as said monies have been transferred to said Treasurer. Payments shall be made out of said special fund only for the purposes provided for in this resolution. To expedite the making of this improve- ment, the City Council shall transfer into said special fund, out of any money in the general fund,`such sums as it may deem necessary, and the sums so transferred, excepting the sum mentioned in Section 5 hereof, shall be deemed a loan to such special fund, and shall be repaid out of the proceeds of the assessments provided for in this resolution. SECTION 3. Said contemplated work and improvement, in the opinion of the City Council is of more than local or ordinary benefit, and said Council hereby makes the expense of said work and improvement chargeable upon a district, which district said Council hereby declares to be the district benefited by said work and improvements, and to be assessed to pay the cost and expense thereof, which said district is that portion of the City of West Covina as shown on Diagram and Plan No. LAD-62-1, on file in the office of the City Clerk, on which Diagram and Plan the ext of said assessment district is indicated,andlthe exterior boundaries thereof are described by a colored boundary line, and to which said Diagram and Plan reference is hereby made for a complete and detailed description of said district, excepting from said district any portion of any public street or alley which may be included therein. The said diagram so on file shall govern for all details as to the extent of said assessment district. -1- • • 1 I LJ SECTION 4. Any lots or parcels of land known as public property, as the same is defined in Section 18014, Part 1, Division 14, Streets and Highways Code, as amended (Street Lighting Act of.1919), hereinafter referred to, which are included in the said assessment district, shall be omitted and exempt from the assessment tobemade to cover the costs and expenses of said contemplated improvement. SECTION 5. The City Council, by Resolution No. 2672 , adopted July 8, 1963, contributed from the General Funds of the City, the sum of $58,154.00 to aid and assist in meeting a portion of the expense of said work.or improvement, referred to in Section 3 above. SECTION 6. The improvement contemplated by this Resolution of Intention shall be done under the provisions of the Street Lighting Act of 1919 (now Part 1 of Division 14 of the Streets and Highways Code of the State of California), as amended, and _under the alternative procedure for installment assessments provided for in Chapter 8 of said "Street Lighting Act of 1919". SECTION 7. That this resolution shall take effect immediately. SECTION 8. That the City Clerk shall certify to the adoption of this Resolution.
