A RESOLUTION OF `1'HE CITY COUNCIL OF THE; CITY OF WEST COVINA,
CALIFORNIA 9 EMUUNCIATING ,A. STATaiENT OF' POLICY AND AGREEA:ENT
REGARDING ANNEXATION OF TERRITORY TO SAID CITY.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES HEREBY DETERITINE,
ORDER AND RESOLVE AS FOLLOWS:
SECTION 1. WHER.EAS, it is the mutual desire of the
City Councils of the City of West Covina and of the City of Covina
that an understanding be reached regarding the annexation to

either
city of
unincorporated territory in the County
of Los Angeles
to the
end that
both cities may avoid the appearance
of reaching
out for the same territory and the time, effort and expense involved
in controversies arising out of annexation problems; and
1\711EREAS, as the result of a recent meeting of representatives
of both cities it was agreed by and between the respective Councils
of both cities that a firm policy be established as a basis for
the consideration by the cities of annexation matters:
NOW9 THEREFORE, THE CITY COUNCIL OF THE C.ITY,.OF iTEST COVINA
:DOES RESOLVE HEREBY that in consideration by the City of West Covina
of any proposed. annexation to the City or of any change in the
existing boundary lines of the City of West Covina the City Council
shall extend every effort to discourage such annexation or boundary
• change unless the territory involved in such annexation be within
the area in the County of Los Angeles lying south or west of the
following line, to wit:
Beginning at a cormnon point in the boundaries
of the City of Kest Covina and the City of Covina, as they
existed on Hay 3, 1956, being more particular) described
as the Southeasterly corner of Lot 39 Block 9 o the
Phillips Tract, in the County of Los Angeles, S ate of
California, as shown on map recorded in Book 9 a,t Pages

3 and 4 of Miscellaneous Records, on file in the
office of the County Recorder of said County; thence
Northerly and Westerly following the boundary of
the City of Covina, in all its various courses, to a
point of intersection with the centerline of Badillo
Street, as shown on map of' Tract Noo15506, in the
County of Los Angeles, State of California, recorded
in Book 342 at Pages 49 and 50 of flaps, on file in the
office of the County Recorder of said County; thence
Westerly following said. centerline to a point of
intersection with the centerline of Lark Ellen Avenue,
66 feet wide, as shown by said Phillips Tract; thence
Northerly along said. last mentioned centerline, to a
point of intersection with the centerline of San Bernardino
Road, as shown on said Phillips Tract; thence Westerly
following said last mentioned centerline, to a point of
intersection with the Easterly boundary of the City of
Covina, as it existed on day 3, 1956; thence Southwesterly
and Westerly following along said last mentioned boundary
line in all of its various courses, to the most Northerly
point of intersection with the centerline of Vincent
Avenue, as shown by map of Tract Noo15436, in the County
of Los Angeles, State of California, recorded in Book 527
at Pages 36 and 37 of Maps, on file in the office of the
County Recorder of said County; thence Northerly following
said last mentioned centerline and its Northerly prolonga-
tion, to a point of intersection with the centerline of
Arrow highway, together with a line which is the existing northerly
boundary of the City of West Covina, east of Citrus Avenue.
SECTION 2, Based upon the foregoing statement of policy
and agreement, and in order to implement the same, the Mayor and
the City Clerk are hereby authorized and directed to cause to be
filed dismissals in each of the following actions now pending in the
Superior Court of the State of California, In and for the County of
Los Angeles, each being entitled "City of West Covina, etc,, petitioner
vs City of Covina, etc. et al., respondents", and being Nos,657,239
and 657,360',° therein.
SECTION 3, The City Clerk shall certify to the adoption
of this Resolution.

I HEREBY CERTIFY that the foregoing Resolution was
adopted at an adjourned regular meeting of the City Council of
the City of West Covina, held on the 7th day of Hay, 1956, by
the affirmative vote of at least three Councilmen, to wit:
