A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, PRESCRIBING REGULATIONS FOR BIDDING FOR PiUNICIPAL
PURCHASES.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES RESOLVE AS FOLLOWS
SECTION 1. Whenever sealed proposals or bids are
requested by the City Council for the purchase of materials,supplies
or equipment, such proposals or bids when received shall be delivered
to the
City
Clerk who
shall
publicly open,
examine and declare the
same in
the
presence
of the
City Manager at
a public meeting at
the office of the City Clerk in the City Hall, West Covina, California,
called by the City Clerk for the hour of ten o'clock A.I., on the
day of a regular or an adjourned regular meeting of the City Council;
after the opening of such bids as aforesaid the City Clerk shall
report the results of the bidding to the City Council at such
regular meeting of the City Council.
SECTION 2. That whenever bids are invited and received
by this Council for any public project the security accompanying
any such bid and consisting of cash, cashier's check, certified
check or surety bond, made payable to the City, shall be returned
to any.bidder whose proposal is not to be considered in making an
• award or whose proposal is rejected by the Council; any other such
security shall be retained by the City until the contract relating
to such project has been duly executed, after which it will be
returned to the bidder whose proposal it accompanies.
SECTION 3. Whenever a bond is required for public im-
provement purposes and the amount of such bond is $1000.00 or'less
the bond may be in the form of either a deposit of cash or an
appropriate surety bond but when the amount thereof is in excess of
to

$1000.00 such bond shall be a surety bond only. Upon completion
of the work for the performance of which a cash bond has been
deposited the amount of such cash bond, or any portion thereof,
to be released only to the person, form or corporation making
the deposit.
SECTION 4, The City Clerk shall certify to the adoption
• of this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular adjourned meeting of the City Council of the City of
West Covina, held on the 7th day of Hay, 1956, by the affirmative
vote of at least three Councilmen, to wit:
