tablished. Thy, City Council after due vinveStigation and considera-
tion of the 4tter finds that the establishment of this liquor
business at s ,4id location would be contrary to Public Yorals and
the 'Public 'Velfaxe and that the premises are not zoned by the City
of West 06vla� for the operation of a liquor businesethereon.
