AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING CHAPTER 26 (ZONING) OF THE
WEST COVINA MUNICIPAL CODE RELATED TO PYLON SIGNS FOR
COMMERCIAL USES
WHEREAS, the current standards do not allow effective consideration for taller and
larger signs in areas adjacent to the San Bernardino Freeway; and
WHEREAS, on January 8, 2013, the Planning Commission adopted Resolution No. 13-
5501 initiated Code Amendment No. 13-01 to consider amending the standards for pylon signs for
commercial businesses based on concerns that the current standards did not allow enough
flexibility in sign height and size; and
- WHEREAS, the Planning Commission held study sessions on the 12"' day of February,
2013, and the 12t" day of March, 2013, to discuss potential revisions to the code; and
WHEREAS, the Planning Commission, upon giving required, notice, did on the 141h day
of May, 2013, conduct a duly advertised public hearing as prescribed by law, at which time the
Planning Commission adopted Resolution No. 13-5512 recommending to the City Council
approval of Code Amendment No. 13-01; and
WHEREAS, the City Council considered evidence presented by the Planning
Commission, Planning Department, ' and other interested parties at a duly advertised public
hearing on the 4t" day of June, 2013,; and
WHEREAS, studies and investigations made by this Commission and in its behalf reveal
the following facts:
1. The Municipal Code currently contains standards for pylon signs for commercial uses.
2. The sign section of the Municipal Code includes pylon sign standards that specify design
standards for pylon signs including height and size standards. It is necessary to review
the standards to determine if the current standards are appropriate.
3. The proposed action is considered to be exempt from the provisions of the California
Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA
Guidelines, in that the proposed action consists of a code amendment, which does not
have the potential for causing a significant effect on the environment.
NOW THEREFORE,. the City Council of the City of West Covina does ordain as
follows:
SECTION NO. l: The above recitals are true and correct and are incorporated herein as if
set forth herein in full.
SECTION NO. 2: Based on the evidence presented and the findings set forth, Code
Amendment No. 13-01 is hereby found to be consistent with the West Covina General Plan and the
implementation thereof and that the public necessity, convenience, general welfare, and good
zoning practices require Code Amendment No. 13-01.
SECTION NO. 3: Based on the evidence presented and the findings set forth, the
Planning Commission of the City of West Covina hereby recommends to the City Council of the
City of West Covina that it approves Code Amendment No. 13-01 to amend Chapter 26 (Zoning)
of the West Covina Municipal Code to read as shown on Exhibit "A."
SECTION NO. 4: The Secretary is instructed to forward a copy of this Resolution to the
City Council for their attention in the manner as prescribed by law and this Resolution shall go into
force and effect upon its adoption.
