AN .ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, RELATING TO "SOLAR PHOTOVOLTAIC
INSTALLATION GUIDELINES" TO ARTICLE XIII BY AMENDING
SECTION 7-223 OF THE WEST COVINA MUNICIPAL CODE
WHEREAS, on April 22, 2008, California Department of Forestry and Fire Protection
Office of the State Fire Marshal completed the final draft of the Solar Photovoltaic Installation.
Guidelines; and
WHEREAS, the purpose of the guidelines is to increase public safety for structures
equipped with Solar Photovoltaic Systems; and
WHEREAS, the intent of the guidelines is to provide the solar installation of solar
photovoltaic systems in a manner that should meet the objectives of both the solar industry and
the Fire Service; and
WHEREAS; the guidelines are meant to apply to the design, construction, and
installation of solar photovoltaic systems on buildings regulated by Title 24 of the California
Building Standards Codes; and
WHEREAS, the City of West Covina finds that the adoption of this Ordinance will
promote the public health, safety, welfare, and sustainability of the community.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. The West Covina Municipal Code Article XIII, Section 7-223 is hereby
amended to read as follows:

The purpose of this ordinance is to provide for the public safety of the citizens and public safety
personnel of the City of West Covina by setting forth guidelines for the installation of solar
photovoltaic systems on structures. The provisions of the document entitled Guidelines for Solar
Photovoltaic Installation dated March 16, 2010, based on the final draft photovoltaic installation
guideline developed by the California State Fire Marshal with the exception of formatting,
clarifying language and additional provisions pertaining to the requirement of a remote
disconnect are hereby adopted and made part of the code by reference.
