AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING MUNICIPAL CODE SECTION 2-
71 RELATING TO MEETING TIMES AND PLACES OF CITY BOARDS
AND COMMISSIONS, TO CHANGE THE FREQUENCY OF THE
MEETING DATE OF THE COMMUNITY SERVICES COMMISSION,
THE HUMAN RESOURCES COMMISSION AND THE SENIOR
CITIZENS COMMISSION, FROM AT LEAST ONCE PER MONTH TO
AT LEAST ONCE EVERY OTHER MONTH EFFECTIVE FEBRUARY 1,
2009
WHEREAS, the Community Services Commission, Human Resources Commission and
Senior Citizens Commission have all experienced a reduction in the number of action items on
their meeting agendas, as well as a reduction in other official business agenda items; and
WHEREAS, City Staff spends considerable time and financial resources preparing for
meetings of the Community Services Commission, Human Resources Commission and Senior
Citizens Commission; and
WHEREAS, the City desires to save the City's financial resources and City Staff time;
and
WHEREAS, City Staff has recommended reducing the number and frequency of
meetings of the Community Services Commission, Human Resources Commission and Senior
Citizens Commission; and
WHEREAS, the Community Services Commission, Human Resources Commission and
Senior Citizens Commission desire to change their meeting dates from at least once per month to
at least once every other month; and
WHEREAS, the West Covina Municipal Code Section 2-71(a) states that each
Commission shall meet at least once per month on a day and at a time determined by the
Commission and approved by resolution of the City Council; and
NOW, THEREFORE, be it ordained by the City Council of the City of West Covina as
follows:
SECTION 1. West Covina Municipal Code Section 2-71 is amended to read as follows:
Sec. 2-71. Meetings and organization.
(a) Meetings. Each commission shall meet at least once every other month on a day and at a
time determined by the commission and approved by resolution of the city council. A majority of
the members of the commission shall constitute a quorum for the transaction of business. All
meetings, including special meetings, shall be held in the manner provided for in the Ralph M.
Brown Act, Section 54590 of the California Government Code, as it may be amended from time
to time.
(b) Annual election of officers. At its first regular meeting in June and annually thereafter (and
as needed to fill a vacancy) each commission shall elect a chair and vice -chair from among its
members, of whom shall serve one-year terms. Each commission may also elect a secretary for
the commission, and the person elected secretary does not need to be a member of the
commission. Each commission shall have the power to adopt rules for the transaction of business
and shall keep a record of resolutions, findings and determinations.
(c) Compensation. Any compensation shall be set by resolution of the city council.
SECTION 2. If any part of this Ordinance, or its application to any person or circumstance, is
held to be invalid, the remainder of the ordinance, including the application or provision to other
persons or circumstances, shall not be affected and shall continue in full force and effect. To this
end, the provisions of this Ordinance are severable.

SECTION 3. The City Clerk shall certify to the passage of this Ordinance by the City Council of
the City of West Covina and cause it to be posted in three conspicuous places in the City of West
Covina, and it shall take effect no earlier than thirty (30) days after its adoption.
