AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING 2-21 RELATING TO
THE SELECTION OF THE MAYOR AND MAYOR PRO TEM
WHEREAS, the City of West Covina has recently effectuated a change in its municipal
elections from March of odd numbered years to November of odd numbered years; and
WHEREAS, California Government Code, Section 36801 requires the city council of a general
law city to select its Mayor and Mayor Pro Tern at the first meeting after the canvassing of the election
results; and
WHEREAS, the existing provisions of the West Covina Municipal Code are inconsistent with
the mandates of state law; and
WHEREAS, the City Council desires to bring the West Covina Municipal Code Section 2-20
in line with the requirements of California Government Code Section 36801.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of West Covina as
follows:
SECTION 1. West Covina Municipal Code Section 2-21 (a) is hereby amended to read as
follows:
"Sec. 2-21. Mayor: selection.
(a) The city council shall conduct its annual reorganization during its second regularly
scheduled meeting of November, except in odd -numbered years when the
reorganization will occur at the time the City Council confirms the official canvass of
the municipal election results as required by California Government Code Section
36801.
SECTION 2. If any part of this Ordinance, or its application to any person or circumstance, is
held to be invalid, the remainder of the ordinance, including the application or provision to other
persons or circumstances, shall be not be affected and shall continue in full force and effect. To this
end, the provisions of this ordinance are severable.
SECTION 3. The City Clerk shall certify to the passage and adoption of this ordinance,
causing it to be posted as required by law, and it shall be effective thirty (30) days after its adoption.
