ORDINANCE NO. 2111
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING WEST
COVINA MUNICIPAL CODE SECTION 2-48 IN
REFERENCE TO IDENTIFYING SPEAKERS AT CITY
COUNCIL MEETINGS
The City Council of the City of West Covina does ordain as follows:
WHEREAS, With the advent of the Internet personal information has become increasingly
accessible and the protection of one's privacy has become proportionately more
difficult; and
WHEREAS, Citizens should be free to address the City Council without fear of having their
home addresses and directions thereto available on the Internet simply because
they identified themselves at a Council meeting in compliance with the City's
Municipal Code requirements.
THEREFORE, THE CITY COUNCIL DOES HEREBY RESOLVE AND DETERMINE:
SECTION 1: That citizens are sufficiently identified in the official minutes by name and city.
SECTION 2: That WCMC Section 2-48 is hereby amended to read as follows, in pertinent part:
"Section 2-48. Manner of addressing council; time
limit; persons addressing may be sworn.
Each person addressing the council shall step up to the rostrum, shall give his or
her name and city of residence in an audible tone of voice for the record and
unless further time is granted by the council, shall limit his or her address to three
(3) minutes. ......."
SECTION 3: That the City Clerk shall certify to the passage of this ordinance and shall have it
published in accordance with law.
