AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING CHAPTER 26 (ZONING) OF THE
• WEST COVINA MUNICIPAL CODE RELATED TO "AUTO DEALER
AND PROMOTIONAL EVENTS AND SIGNAGE" (CODE AMENDMENT
NO. 01-02)
WHEREAS, Code Amendment No. 01-02 is a City -initiated code amendment related to
auto dealer promotional events and signage; and
WHEREAS, the Planning Commission, upon giving the required notice, did on the 1 Oth
day of July, 2001, conduct a duly advertised public hearing as prescribed by law, at which time
the Planning Commission adopted Resolution No. 01-4684 recommending to the City Council
approval of Code Amendment No. 01-02; and
WHEREAS, the City Council considered evidence presented by the Planning
Commission, Planning Department, and other interested parties at a duly advertised public
hearing on the 7th day of August, 2001; and
WHEREAS, studies and investigations made by this Council and in its behalf reveal the
following facts:
1. The City of West Covina currently allows for businesses with seventy-five thousand
(75,000) square feet or larger with an approved site plan displaying a minimum of four
thousand (4,000) square feet of outdoor display area to conduct major promotional
events. These types of events require a temporary use permit.
2. These events are limited to a maximum of sixty-four (64) days per calendar year, can only
be conducted for a duration of fourteen (14) days at any given time, with the exception of
nationally or regionally conducted events, and no event can start within fourteen (14) days
of an approved event.
3. Due to the nature of the business of automobile dealerships, Chapter 26 of the West
Covina Municipal Code (Zoning) should be amended to allow for major promotional
events to be conducted for a longer duration than 64 days as currently permitted.
4. The code, should also be amended to allow for the size of temporary banners for
automobile dealers conducting major promotional events to be increased from the current
maximum of sixty (60) square feet.
5. The proposed action is considered to be exempt from the provisions of the California
Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA
Guidelines, in that the proposed action consists of a code amendment which does not
have the potential for causing a significant effect on the environment.
NOW, THERFORE, the City Council of the City of West Covina, California, does hereby
• ordain as follows:
SECTION NO. 1: Based on the evidence and the findings set forth, Code Amendment
No. 01-02 is hereby found to be consistent with the West Covina General Plan and the
implementation thereof.
SECTION NO. 2: The proposed action is considered to be exempt from the provisions of
the California Environmental Quality Act (CEQA), pursuant to Section 15061(b)(3) of the CEQA
Guidelines, in that the proposed action consists of a code amendment which does not have the
potential for causing a significant effect on the environment.
•SECTION NO. 3: The City Council of the City of West Covina hereby amends Chapter 26 of
the West Covina Municipal Code as follows:

(a) The outdoor display, sale or dispensing of merchandise or food, temporary signs, and/or
activities relating thereto during a major promotional event (defined in section 26-609)
conducted wholly on private property, may be permitted for a business located on a seventy-
five thousand (75,000) square foot or larger site with an approved precise plan designating a
minimum four thousand (4,000) square feet of area for 'outdoor display," as allowed in section
26-597 of this chapter, subject to the following conditions:
(1) Events are permitted for a total of one hundred and sixty (160) days per calendar
year. Individual events shall be limited to a maximum duration of sixty (60) days.

per calendar year in cases of grand openings or change of ownership of 60
percent or more.
b. The planning director may. limit the duration of events that are determined to
have a potential adverse impact on surrounding areas. These events may include,
but are not limited to, catered events and events with outdoor amusement or live
entertainment.
(2) No such event shall start within fourteen (14) days of the end of the previous such
event.
(3) Temporary promotional signage may be permitted as set forth in article VII (signs).
(4) Such other conditions as are deemed necessary by the planning director and
reasonably relate to the provision of adequate parking, access for public safety
personnel, security, and minimizing of potential adverse impacts on surrounding areas.
(b) The permit fee shall be established by resolution of the City Council.
