A ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING
THE OFFICIAL ZONING MAP (Zone Change No. 611 -
Miden Corporation)
WHEREAS, there was filed with the City of West Covina a
verified application on the forms prescribed in Section 26-153
and 26-199 of the West Covina Municipal Code, for the
reclassification from:
"Single -Family Residential (R-1)" and
"Residental-Agricultural (R-A)" to "Multi -Family
Residential, fifteen (15) du's/ac (MF-15)"
on that certain property generally described as follows:
That portion of Lot 4 of Tract No. 930, in the City of
West Covina, County of Los Angeles, State of California,
as per map recorded in book 17 pages 38 and 39 of maps, in
the office of the county recorder of said county.
The westerly 40 feet of the southerly 125 feet of the
northerly 875 feet of Lot 3 of Tract No. 930, in the City
of West Covina, County of Los Angeles, State of
California, as per map recorded in book 17 pages 38 and 39
of maps, in the office of the County Recorder of said
county.
That portion of Lot 3 of Tract 930, in the City of
West Covina, County of Los Angeles, State of California,
as per map recorded in Book 17, Pages 38 and 39 of Maps
in the office of the County Recorder of said County
WHEREAS, after considering the proposed request in a duly
advertised public hearing on November 2, 1988, as prescribed by
law, the Planning Commission of the City of West Covina
recommended that the City Council approve said Zone Change
application; and
WHEREAS, the City Council of West Covina has considered
evidence presented by the applicant, the Planning Department,
and Planning Commission, and other interested parties at said
public hearing held on November 28, 1988; and
WHEREAS, the oral and documentary evidence considered in
connection with the application reveal the following facts:
1. The applicant is requesting approval of a zone change
from "Single Family Residential (R-1)" and
"Residential Agricultural (R-A)" to "Multi -Family,
fifteen (15) units per acre (MF-15)", and
2. This zone change application is submitted in
conjunction with and is contingent upon approval of
General Plan Amendment No. 2.

WHEREAS, based on the evidence presented to the City
Council, both oral and documentary, the City Council finds
as follows:
1. The proposed zone change is consistent with the
• proposed General Plan land use designation of "Medium
Density Residential". Additionally, the zone change
will act to implement goals and policies of the
General Plan which call for providing for the special
housing needs of the elderly and handicapped, and
providing affordable housing for all income levels.
2. The proposed zoning provides for strict standards and
criteria for development to minimize the impact on
neighboring properties and land uses.
3. The proposed change of zone is in the interest of
public health, safety and general welfare as it will
allow the development of decent, affordable housing
for a special segment of the community, the elderly.
WHEREAS, the zone change is required by the public
necessity, convenience, general welfare and good zoning
practice based on the following:
The proposal will provide for eighty-six (86)
additional units to be added to the housing stock,
will provide housing for the elderly and will serve
to meet the goals of the General Plan.
NOW THEREFORE, the City Council of the City of West
Covina, California, does resolve as follows:
SECTION NO. 1: Based on the evidence presented and the
findings set forth, and contingent on General Plan Amendment
No. 2, the above Zone Change No. 611 is hereby found to be
consistent with the City's General Plan and appropriate for the
proposed development concept and the land uses permitted within
said zone classification.
SECTION NO. 2: An Environmental Impact Report has been
prepared in accordance with the California Environmental
Quality Act of 1970, as amended.
SECTION NO. 3: The City Clerk shall certify to the
passage of this Ordinance and shall cause the same to be
published as required by law.

meeting of the City Council on the 9th day of January, 1989
by the following vote, to wit:
