AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING THE
WEST COVINA MUNICIPAL CODE BY AMENDING THE
OFFICIAL ZONING MAP (Zone Change No. 616 -
Hassen Import Partnership)
• WHEREAS, there was filed with the City of West Covina a verified
application on the forms prescribed in Chapter 26, Article VI, of
the West Covina Municipal Code, for a change of zone from:
"Single -Family Residential (R-1) Zone" to "Service
Commercial (S-C) Zone"
on that certain property generally described as follows:
Lots 230, 231, 232, 233, 234, and 235 of Tract No. 18811
as per map recorded in Book 483, Pages 11 to 14 inclusive
of Maps and Parcel 1 of Parcel Map No. 14380 as per map
recorded in Book 142, Pages 26 and 27 of Miscellaneous
Records, both recorded in the Office of the County
Recorder, County of Los Angeles, State of California; and
WHEREAS, after considering the proposed request in a duly
advertised public hearing on July 20, 1988, as prescribed by law,
the Planning Commission of the City of West Covina recommended that
the City Council approve said zone change application; and
WHEREAS, the City Council of West Covina has considered evidence
presented by the applicant, the Planning Department, the Planning
Commission, and other interested parties at said public hearing held
on August 22, 1988; and
WHEREAS, the oral and documentary evidence considered in
connection with the application reveal the following facts:
1. The applicant is requesting approval of a zone change from
"Single Family Residential (R-1) Zone" to "Service Commercial
(S-C) Zone;" and
2. This zone change application is submitted in conjunction with a
request for an amendment to the General Plan and land use
designation from "Low Medium Residential" to "Service and
Neighborhood Commercial" (Exhibit 1); and
WHEREAS, based on the evidence presented to the City Council,
both oral documentary, the City Council finds as follows:
1. The proposed zone change is consistent with the proposed General
Plan land use designation of "Service and Neighborhood
Commercial." Additionally, the zone change will act to
implement many goals and policies within the General Plan which
call for uses and facilities which will serve the residents of
the City and strengthen the employment base within the City.
2. The proposed zoning provides for strict standards and criteria
for development to minimize the impact on neighboring properties
and land uses.
3. The proposed change of zone is in the interest of public health,
safety and general welfare as it will allow for an expansion of
Auto Row which will serve to strengthen the economic base of the
City. The proposal will also provide a buffer between the noise
and traffic impacts generated by the I-10 Freeway and the
residential area adjacent to Auto Row.

NOW THEREFORE, the City Council of the City of West Covina,
California, does resolve as follows:
SECTION NO. 1: Based on the evidence presented and the findings
• set forth, the above Zone Change No. 616 is hereby found to be
consistent with the City's General Plan and appropriate for the
proposed development concept and the land uses permitted within said
zone classification.
SECTION NO. 2: An Environmental Impact Report has been prepared
in accordance with the California Environmental Quality Act of 1970,
as amended.
SECTION NO. 3: The City Clerk shall certify to the passage of
this Ordinance and shall cause the same to be published as required
by law.
