AN ORDINANCE OF THE CITY COUNCIL OF THE
is CITY OF WEST COVINA, CALIFORNIA, REPEALING
DIVISION 6, OF ARTICLE 2 OF THE WEST COVINA
MUNICIPAL CODE AND AMENDING THE WEST COVINA
MUNICIPAL CODE BY ADDING DIVISION 6 TO ARTICLE
2, ESTABLISHING THE WASTE MANAGEMENT AND ENVIRON-
MENTAL QUALITY COMMISSION.
The City Council of the City of West Covina, California,
does ordain as follows:
A. Repeal Division 6, Article III of Chapter 2 of the
West Covina Municipal Code (Sections 2-126 to 2-132).
B. Enact a new Division 6, to Article III of Chapter 2
of the West Covina Municipal Code to read as follows:
DIVISION 6. WASTE MANAGEMENT AND ENVIRONMENTAL
QUALITY COMMISSION.
Section 2-126. Created; Composition.
The Waste Management and Environmental Quality
Commission is hereby created. The Waste Management
and Environmental Quality Commission shall consist
of five (5) members, all of whom shall be residents
of the City and appointed by the City Council.
Section 2-127. Terms of Office and Removal.
The members of the Waste Management and Environmental
Quality Commission shall be appointed by resolution
of the City Council for staggered two-year terms
ending on June 30. Each member shall hold office
after the expiration of his term until his successor
is appointed and qualified. All members shall
serve at the pleasure of the City Council and
may be removed from office by the City Council
at any time during the term for which the member
was appointed.
Section 2-128. Vacancies.
Vacancies in the Waste Management and Environment-
al Quality Commission occurring otherwise than
by expiration of the term shall be filled for
the unexpired term of the commissioner by the
City Council.
Section 2-129. Organization.
The Waste Management and Environmental Quality
Commission, at its first regular meeting each
July, shall elect a chairperson and a vice -chair-
person from among its members, both of whom shall
serve one-year terms. The secretary to the com-
mission shall be the Community Services Division
Manager or his designate. The Commission shall
have the power to adopt rules for the transaction
of business and shall keep a record of resolutions,
findings and determinations.
Section 2-130. Meetings.
The Waste Management and Environmental Quality
Commission shall hold regular monthly meetings.
The Commission shall determine, by a resolution,
the manner in which such meetings shall be organ-
ized and conducted, and the day(s) of the month
on which the meetings will be held. The time
and place of said meetings shall be provided by
a resolution adopted by the City Council. The
majority of the members of the Commission shall
constitute a quorum for the transaction of busin-
ess. All meetings, including special meetings
shall be held in a manner provided for in the
Ralph M. Brown Act, section 5495 et. seq. of
the California Government Code and the Municipal
Code.
Section 2-131. Compensation.
Compensation for members of the Waste Management
and Environmental Quality Commission shall be
set by resolution of the City Council.
Section 2-132. Duties and Powers.
The Commission shall:
A. Act in an advisory capacity to the City Council
on matters pertaining to the management of
hazardous and nonhazardous wastes. In this
connection, the Commission shall:
1. Review the waste management options available
to the City and recommend courses of action
to the City Council to address the future
waste management needs of the City. Such
an examination will require reviews of
the nonhazardous waste volumes, disposal
capacities and transportation in the County
and region.
2. Review the Los Angeles County Solid Waste
Management Plan amendments and make recommend-
ations to the City Council regarding said
management plan.

3. Review the Los Angeles County Hazardous
Waste Management Plan and make recommendations
to the City Council on said plan.
4. Review and make recommendation on any recycling
program proposed for enactment by the City
Council.
5. Review and make recommendations on any
Household Hazardous Waste Program established
in the City of West Covina or in which
the City of West Covina participates in
Los Angeles County.
6. Review and comment on the BKK Transition
Land Use Plan to the City Council.
7. Review, comment and recommend to the City
Council possible City positions on State
and Federal legislation pertaining to waste
.management and environmental issues as
the legislative calendars permit. Investigate
or cause to be investigated, and recommend
to the City Council the development of
state legislation that would facilitate
transition, improve the management of hazardous
and nonhazardous wastes and otherwise improve
the protection of the public's health and
the environment.
8. Conduct meetings with individuals, groups
and organizations to establish and maintain
an open dialogue for input and discussion
of waste management issues and programs
initiated by the City of West Covina and
to secure the support of the public for
appropriate waste management systems.
9. Act on any other matters assigned to the
Commission by the City Council.
B. Review matters pertaining to the operation
of the landfill; closure and/or post closure
plans; and maintain regulatory agency liasion
as necessary.
