AN ORDINANCE OF THE CITY CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING THE
WEST COVINA MUNICIPAL CODE, CHAPTER 26, ARTICLE XII
(DIVISION 4), ARTICLE XI, AS IT RELATES TO THE
ESTABLISHMENT OF SMALL AUTOMATED CAR WASHES
IN CONJUNCTION WITH AUTOMOBILE SERVICE STATIONS.
(Amendment No. 209)
WHEREAS, on April 1, 1987, the Planning Commission
received a request from Shell Oil Company to consider the operation
of a small automatic car wash as an accessory use to the gasoline
service station; and
WHEREAS, the Planning Commission, upon giving the required
notice, did on the 2nd day of March, 1988, conduct a duly advertised
public hearing as prescribed by law; and
WHEREAS, studies and investigations made by this
Commission and in its behalf reveal the following facts:
1. Small automated car washes in conjunction with automobile
with automobile service stations have never been allowed
in the City of West Covina.
2. Recent inquiries indicate a strong desire on the part of
commercial businesses to establish small automatic car
washes in conjunction with automobile service stations.
3. The Planning Department staff confirms that the
establishment of small automated car washes in conjunction
with automobile service stations can be installed in a
manner that will not have a negative impact on the
surrounding environment.
WHEREAS, based on the evidence presented to the City
Council both oral and documentary, the City Council finds as
follows:
1. Automated car washes provide an added service to the
community by helping to keep automobiles clean and in turn
keep the environment clean.
2. The permitting of small automated car washes in
conjunction with a service station use will add to the
economic viability of a station and in turn will
contribute to the overall economic health of the
community.
3. The inclusion of small automated car washes as an
accessory use to a service station is consistent with the
goals of the General Plan.
NOW, THEREFORE, the City Council of the City of West
Covina, California does ordain as follows:
SECTION NO. 1: Based on the evidence presented and the
findings -set forth, the above Amendment No. 209 is hereby approved
as consistent with the City's General Plan and approved for the
requlation of small automated car washes.

SECTION NO. 3: That Chapter 26, Article XII (Division 4)
be amended by adding Section 26-663.5 to read as follows:
SECTION 26-663.5. Automated Car Wash.
The establishment of an automated car wash in a service station
shall be considered a substantial intensification of that use. A
revision to the service station Unclassified Use Permit shall be
required. Service stations operating without an Unclassified Use
Permit which wish to have an automated car wash shall be required to
obtain one, pursuant to Article XI, Division 4, of the West Covina
Zoning Ordinance.
The purpose of this section is to allow for the orderly develop-
ment of small automatic car washes at service stations. The indi-
vidual site shall be reviewed for its compatibility with surrounding
land uses, and the adequacy of the site to maintain a car wash as an
accessory use.
a. Automated car washes shall not exceed an area of more than
560 (five hundred sixty) square feet. When hand drying and
vacuum facilities are provided, additional square footage
and parking may be required.
b. Car wash facilities shall not be located closer than 100
feet from residentially zoned property.
c. Noise levels shall not exceed 70db(A) at the property line.
If the property line is adjacent to residential property,
the noise level shall not exceed 65db(A).
d.
The wash
and dry mechanism shall be contained entirely
within a
building.
e.
A water
recovery system shall be installed, and
in operation
at all times.
f.
All wash
fluids used shall be biodegradable and
environ-
mentally
safe.
g.
The car
wash shall in no way interfere with the
primary
function
of motor fuel distribution, automobile
access, or
traffic
circulation.
h. Accessory items normally associated with a car wash, such as
vacuums, may be permitted provided they meet the above
specified criteria.
i. Hours of operation shall be limited to 8:00 a.m. to
7:00 p.m. on weekdays and 9:00 a.m, to 7:00 p.m. on
weekends.

SECTION NO. 4: Based upon the findings of an initial
study, it has been determined that the proposed project will not
have a significant impact on the environment. Potential noise and
circulation issues will be mitigated through individual review of
proposed projects. Therefore, a Negative Declaration of
Environmental Impact has been prepared for the proposed project
• pursuant to the requirements of the California Environmental Quality
Act of 1970, as amended.
SECTION NO. 5: The City Clerk shall certify to the
passage of this Ordinance and shall cause same to be published as
required by law.
