AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA
MUNICIPAL CODE, CHAPTER 26, ARTICLE XI, BY ADDING
SECTION 26-609.5 AS IT RELATES TO AUTOMOBILE
DEALERSHIP PROMOTIONAL EVENTS IN THE REGIONAL -
COMMERCIAL (R-C), SERVICE -COMMERCIAL (S-C), MEDIUM -
COMMERCIAL (C-2) AND HEAVY -COMMERCIAL (C-3) ZONES.

The City Council of the City of West Covina, California,
does ordain as follows:
SECTION NO. 1: Chapter 26, Article XI, of the West Covina
Municipal Code is hereby amended by adding Section 26-609.5 to read
as follows:
Section 26-609.5. Same - Promotional Event; Automobile
Dealership
a. The outdoor display, sale or dispensing of merchandise or food,
and temporary signs relating thereto, during special promotional
events conducted wholly on private property, may be permitted
for any automobile dealership.
b. No more than a total of thirty days shall be permitted for such
events in any calendar year.
c. Such events may be scheduled by individual temporary use permits
or a single temporary use permit describing and scheduling the
events throughout a calendar year.
d. A temporary use permit with a calendar year schedule may be
modified with review and approval of the Planning Director.
SECTION NO. 2: The City Council finds and determines that
said Amendment to the Municipal Code is a minor modification to the
City's Zoning Ordinance and is, therefore, categorically exempt
(Class 5) from the requirements of the California Environmental
Quality Act of 1970 (CEQA).
SECTION NO. 3: The City Clerk shall certify to the
passage of this Ordinance and shall cause the same to be published
as required by law.
