AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ADOPTING THE 1985 EDITION OF THE
• STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION
BY REPEALING AND ADOPTING SECTION 19-1 OF THE WEST
COVINA MUNICIPAL CODE.
WHEREAS, the printer of the Standard Specifications for Public Works
Construction has recently released the 1985 Edition of said Specifications;
and
WHEREAS, the current West Covina Municipal Code Section 19-1 adopts
the 1982 Edition of said Specifications; and
WHEREAS, the City Council desires that said Standard Specifications
remain current.
NOW, THEREFORE, the City Council of the City of West Covina does
hereby ordain as follows:
SECTION 1. Section 19-1 of the West Covina Municipal Code is repealed.
SECTION 2. Section 19-1 of the West Covina Municipal Code is adopted
as follows:
Sec. 19-1. Standard specifications for
public works adopted.
Subject to the condition hereinafter set forth in this
section, that certain code entitled "Standard Specifica-
tions for Public Works Construction", 1985 edition,
written and promulgated by the Joint Committee of the
Southern California chapters of the American Public Works
Association and the Associated General Contractors of
America, consisting of a published compilation of a uniform
set of specifications, updated and embracing the most modern
materials and construction techniques for public works con-
struction, adopted by .the County of Los Angeles, an agency
of the state, three (3) full printed copies of which,
printed as a code in book form, were by the city council
ordered filed and which have been filed in the office of
the city clerk, and which, as so on file, are hereby referred
to and by this reference expressly incorporated herein and
made a part hereof as fully and for all intents and purposes
as though set forth herein at length, shall be and the same
is hereby adopted and established as the specifications,
rules, regulations, standards, contracts, permits and pro-
visions which shall govern and apply to and be observed in
the construction, alteration, installation, repair, removal
.and demolition of public works within the city or by the city
as to all matters therein set forth; subject, however, to the
condition that whenever any provision of such standard speci-
fications hereby adopted conflicts with any other provision
or requirement of the Municipal Code, such other provision or
requirement shall apply.

SECTION 3. That the City Clerk shall certify to the passage of this
Ordinance and shall cause the same to be published as required by law.
