ORDINANCE NO. 1691
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA AMENDING SECTION 20-31 OF THE
WEST COVINA MUNICIPAL CODE RELATING TO FRONTAGE
ON STREETS
WHEREAS, Section 20-31(f)(1) of the West Covina Muni-
cipal Code requires that all lots within a subdivision have
a minimum twenty (20) feet of frontage on a street, and
WHEREAS, other than single family residential sub-
divisions, there may be unique circumstances whereby a per-
manent access easement may be an acceptable alternate to
street frontage, and
WHEREAS, the City Council desires to provide for some
flexibility in the requirement for street frontage,
NOW, THEREFORE, the City Council of the City of West
Covina does hereby ordain as follows:
SECTION 1. Section 20-31(f)(1) of the West Covina Muni-
cipal Code is amended to read as follows;
(1) Frontage on street. All lots in the subdivision
shall have a minimum twenty (20) feet of frontage
on a street except that on other than R-1 and/or
R-A zoned land an alternate minimum twenty (20)
feet wide permanent access easement may be utilized
subject to approval of the Planning Commission and/or
City Council. Documents necessary to implement
an approved permanent access easement shall be sub-
ject to review and approval of the City Attorney
and shall be recorded concurrently with the Final
Map or Parcel Map.
(2) The City Clerk shall certify to the adoption of this
ordinance and shall cause it to be published as
required by law. The City Clerk shall send a certi-
fied copy of this ordinance to the Los Angeles County
Engineer.
