AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL
CODE, CHAPTER 26, ARTICLE VIII, DIVISION 2 AS IT RELATES
TO LANDSCAPE MAINTENANCE OF SINGLE-FAMILY RESIDENTIAL
• PROPERTIES (AMENDMENT NO. 199)
The City Council of the City of West Covina, California,
does ordain as follows:
SECTION NO. 1: Chapter 26, Article VIII, Division 2,
of the West Covina Municipal Code is hereby amended by adding
Section 26-414 to read as follows:
Section 26-414 Landscape Maintenance
It is the intent of this section to protect properties in
residential neighborhoods by establishing maximum tolerability
limits and minimum maintenance standards as they relate to the
maintenance of residential properties. All landscaping of
residential properties shall be maintained in a manner which does
not have a detrimental effect on adjacent or nearby property.
For example, the following conditions shall be deemed unsightly
and subject to resolution by provisions of this Chapter if found
on any property:
a. Overgrown vegetation.
b. Dead, decayed or diseased trees or weeds or other vegetation
which constitutes unsightly conditions.
c. Lack of landscaping or the maintenance thereof which results
in a substantial diminution of value of adjacent properties.
d. Depreciation of the aesthetics of the neighborhood.
Violations of this section shall be subject to enforcement
procedures found in Section 1-37.2 of the West Covina Municipal
Code. For the purposes of enforcement of this section, all
violations shall be reviewed by the Planning Commission prior to
referral to the District Attorney. Prior to any official notice
of violation, the resident/property owner will be contacted
requesting voluntary abatement of the noted violation.
SECTION NO. 2: The City Council finds and determines
that said Amendment to the Municipal Code is a minor modification
to the City's Zoning Ordinance and is, therefore, categorically
exempt (Class 5) from the requirements of the California
Environmental Quality Act of 1970 (CEQA).

SECTION NO. 3: The City Clerk shall certify to the
passage of this Ordinance and shall cause the same to be
published as required by law.
