AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA AMENDING THE WEST COVINA MUNICIPAL CODE BY
ADDING SUBSECTION (a) AND (b) TO SECTION 14-32 AND BY
AMENDING SUBSECTION (b) OF SECTION 14-67 AND ADDING
SUBSECTION (f) TO SECTION 14-67.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
• SECTION 1. Section 14-32 of the West Covina Municipal Code is
hereby amended to read as follows:
"Sec. 14-32. Term.
(a) Where a yearly license fee is provided for in this
article the same shall apply to the calendar year of
January first to the following December thirty-first.
(b) As an alternative method, the City Council may
designate by resolution that business license fees
shall be paid on a fiscal year of July first to the
following June thirtieth. Any license which is so
designated by resolution,of the City Council and which
expires December 31st shall be renewed for a period to
expire on the following June thirtieth subject to
renewal thereafter on a yearly basis."
SECTION 2. Section 14-67 (b) of the West Covina Municipal Code
is hereby amended to read as follows:
"(b) All calendar year licenses shall be due and
payable in lawful money of the United States in
advance on the first day of January of each year.
Any person without a fixed location in the city
but,that is doing business within the city for
less than the full year and for which business an
annual license fee is provided shall be required
to pay the amount of the license fee for a full
year, except that the fee for any such license
issued on or after July first of any year for the
remainder of such calendar year to a person not
subject to be licensed by the city for the conduct
of such business during any part of the first six
(6) months of such year shall be fifty percent (50%)
of the annual license fee prescribed for such business."
SECTION 3. Section 14-67 (f) of the'West Covina Municipal Code
is hereby added to read as follows:
"(f) All fiscal year license fees shall be due and
payable in lawful money of the United States in
advance on the first day of July of each year.
Any person without a fixed location within the
city but that is doing business within the city
for less than the full fiscal year and for which
business an annual license fee is provided shall
be required to pay the amount of the license fee
for a full fiscal year, except that the fee for
• any such license issued on or after January first
of any year for the remainder of such fiscal year
to a person not subject to be licensed by the city
for the conduct of such business during any part of
the first six (6) months of such fiscal year shall be
fifty percent (50%) of the annual license fee prescribed
for such business."

SECTION 4. The purpose of Section 14-32 (b) as adopted by
this ordinance is not to increase the business license fees but to provide
an alternative method which will facilitate collection. If for any reason
subsection (b) of Section 14-32 is held invalid or unconstitutional, the
amendment shall not be deemed to have relieved the person from the obligation
to obtain and pay for a business license as provided for in Section 14-32 (a).
SECTION 5. This ordinance, which relates to taxes for the
usual and current expenses of the city, shall take effect immediately after
passage.
SECTION 6. The Mayor shall sign and the City Clerk shall
certify to the passage and adoption of this ordinance and shall cause the same
to be published in the manner required by law.
