Ordinance - 1650ORDINANCE NO. 1650 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26, ARTICLES II AND VIII, SECTIONS 26-31 AND 26-403 AS THEY RELATE TO BUILDING HEIGHTS AND STORIES IN THE SINGLE-FAMILY (R-A AND • R-1) ZONES. (AMENDMENT NO. 193) The City Council of the City of West Covina, California, does ordain as follows: SECTION NO. 1: Chapter 26, Article II, Section 26-31 of the West Covina Municipal Code is hereby amended to read as follows: Section 26-31. Building Height (Except in R-A/R-1 zones -see Section 26-403) "Building height" means or is the vertical distance from the "grade" to the highest point of the coping of a flat roof or to the deck line of a mansard roof or to the highest point of the highest gable of a pitch or hip roof, but exclusive of vents, air conditioners, chimneys or other such incidental appurtenances. SECTION NO. 2: Chapter 26, Article VIII, Section 26-403 of the West Covina Municipal Code is hereby amended to read as follows: Section 26-403. Single -Family Building Height a. No building or structure shall have more than two stories above ground. • b. Chimneys, vents and other such incidental appurtenances shall not be included in the measuring of the highest point of a building or structure. c. When measured from the highest point of ground adjacent to a building or structure to the highest point of the building or structure, the vertical distance shall not exceed 25 feet. d. When measured from the lowest point of ground adjacent to a building or structure to the highest point of the building or structure, the vertical distance shall not exceed 35 feet. e. In Area Districts IV and V, buildings on lots in excess of 20,000 square feet may exceed the maximum limits stated in Paragraph (c) and (d) by one foot for every 500 square feet of floor area in excess of 2,500 square feet. Such increase in height shall increase the yard requirements on a foot -to -foot ratio, i.e., one foot of additional height requires 11 foot side yards and 26 foot front and rear yards, five feet of additional height requires 15 foot side yards and 30 foot front and rear yards. r: • C� J • SECTION NO. 3: The City Council finds and determines said Amendment to the Municipal Code is a minor modification to City's Zoning Ordinance and is, therefore, categorically exempt (Class 5) from the requirements of the California Environmental Quality Act of 1970 (CEQA). that the SECTION NO. 4: The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published as required by law.
