Ordinance - 1646ORDINANCE NO '1646' • AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY REVISING SECTIONS 14-121(a) AND 14-125(c) RELATIVE TO THE EXPIRATION AND RENEWAL OF MASSAGE PARLOR AND BATHHOUSE LICENCES AND PERMITS. THE COUNCIL OF THE CITY OF WEST COVINA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The West Covina Municipal Code is hereby amended by revising Subsection (a) of Section 14-121 to read as!follows: "(a) Within ninety (90) days of accepting an . application as complete, the license authority shall grant the license or permit, which license or permit shall expire one (1) year after the date of issuance, or shall notify the applicant in writing of the reasons for the denial thereof. An applicant who is denied a license or permit may appeal the decision of the license authority to the City Council in accordance with Section • 14-129." SECTION 2. The West Covina Municipal Code is hereby amended by revising Subsection (c) of Section .14-125 to read as follows: "(c) Prior to the expiration of the license or permit or prior to a change of name or location, application may be made to the license authority for the renewal of, or an amendment to,'the license or permit. The application shall be made on forms provided by the City for that purpose and shall be accompanied by a filing fee, as established by resolution of the City Council. Within thirty (30) days of accepting an application as complete, the license authority shall grant the requested renewal or amendment, which renewed or amended license or permit shall expire one (1) year after the date of issuance, provided that the applicant has complied with all applicable provisions of this article, or shall notify the applicant in writing of the reasons for the denial thereof. An applicant who is denied a renewal or an amendment may appeal the decision of the license authority to the .City Council in ° accordance with Section 14-129." • SECTION 3. The Mayor shall sign and the City Clerk shall certify to passage and adoption of this Ordinance and shall cause the same to be published in the manner prescribed by law.
