Ordinance - 1628ORDINANCE NO. 1628 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26, ARTICLE VIII, BY ADDING SECTION 26-391(k) AS IT RELATES TO THE PARKING OR STORING OF • INOPERABLE VEHICLES ON PROPERTY ZONED FOR RESIDENTIAL USE. (Amendment No. 188) The City Council of the City of West Covina does ordain as follows: SECTION NO. 1: Chapter 26, Article VIII, Division 1, Sec- tion 26-391 of the West Covina Municipal Code is hereby amended by adding paragraph "k" to read as follows: k. Parking or storing of inoperable vehicles is prohibited 1. It shall be unlawful to park or store for more than 72 hours any inoperable vehicle in the front yard on property that is zoned for residential use. 2. It shall be unlawful to park or store for more than 72 hours any inoperable vehicle in areas other than the front yard that are exposed to view from off -site at ground level, on property that is zoned for residential use. 3. It shall be unlawful to park or store more than two (2) inoperable vehicles in areas other than the front yard that are not exposed to view from off -site at ground • level, on property that is zoned for residential use ex- cept in a garage. 4. As used in this section, an inoperable vehicle is any ve- hicle, defined in Section 26-118, in a state of being dis- mantled, immovable, assembled, disassembled, unlicensed or incapable of legally performing its design function on City or State streets or highways. 5. Inoperable vehicles legally stored on parcels prior to the adoption of this ordinance shall be permitted to remain on said parcel for a period not to exceed 30 days from the effective date of this ordinance, provided that no addi- tional inoperable vehicles shall be added to the premises during that period of time. SECTION NO. 2: The City Council finds and determines that said Amendment to the Municipal Code is a minor modification to the City's Zoning Ordinance and is, therefore, categorically exempt (Class 5) from the requirements of the California Environmental Qual- ity Act of 1970 (CEQA).
