AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA
MUNICIPAL CODE, CHAPTER 14, ARTICLE VII AND CHAP-
TER 26, ARTICLE II, AS THEY RELATE TO HOTEL, MOTEL,
DWELLING AND DWELLING UNIT REGULATIONS AND DEFINITIONS.

The City Council of the City of West Covina does ordain as
follows:
SECTION NO. 1: Chapter 14, Article VII, Section 14-165 of
the West Covina Municipal Code is hereby amended to read as follows:
Gection 14-165 - Repeated Use Prohibited
N p-rs-n, except as provided in this article, hall let for
sleeping or lodging purposes, any room in any mote", lodging house,
trailer court or hotel in the City more than once between 6:00 a.m.
and 5:59 p.m. and no more than once between 6:00 p.m. and 5:59 a.m.
of the following morning.
SECTION NO. 2: Chapter 26, Article II, Section 26-29 of
the West Covina Municipal Code is hereby amended to read as follows:
Section 26-69 - Hotel
A "hotel" means or is a building where lodging in sleeping units or
suites is available to the transient public and is provided with or
without meals for compensation, all for the temporary use of a tran-
sient individual who remains as a guest of such establishment less
• than 30 days, but shall not include jails, hospitals, asylums, sani-
tariums, orphanages, prisons, detention homes and similar buildings
where human beings are housed and detained under a legal restraint.
SECTION NO. 3: Chapter 26, Article II, Section 26-87 of
the West Covina Municipal Code is hereby amended to read as follows:
Section 26-87 - Motel or Tourist Court
"Motel" or "Tourist Court" means or is a group of attached buildings
containing individual sleeping units or suites available to the tran-
sient public for compensation where a majority of such units open
individually and directly to the outside, and where a garage is at-
tached or a parking space is conveniently located to each unit, all
for the temporary use by automobile tourists or transients where
such an individual remains as a guest of the establishment less than
30 days; and such words of this definition shall include auto courts
and motor lodges.
SECTION NO. 4: Chapter 26, Article II, Section 26-49 of
the West Covina Municipal Code is hereby amended to read as follows:
Section 26-49 - Dwelling
"Dwelling" means or is a building or portion thereof designed ex-
clusively for residential purposes, including one -family, two-family
and multiple dwellings, but shall not include hotels, motels,
• boarding and lodging houses.

SECTION NO. 5: Chapter 26, Article II, Section 26-50 of
the West Covina Municipal Code is hereby amended to read as follows:
Section 26-50 - Dwelling Unit
"Dwelling Unit" means or is one or more rooms in a dwelling or apart-
ment house designed for occupancy by one family for living or
sleeping purposes, and having only one kitchen.
SECTION NO. 6: The City Council finds and determines that
said Amendment to the Municipal Code is a minor modification to the
City's Zoning Ordinance and is, therefore, categorically exempt
(Class 5) from the requirements of the California Environmental
Quality Act of 1970 (CEQA).
SECTION NO. 7: The City Clerk shall certify to the pas-
sage of this Ordinance and shall cause the same to be published as
required by law.
