Ordinance - 1607ORDINANCE NO. 1607 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26, ARTICLE VII, DIVISION 2, AS IT RELATES TO DETACHED SIGNS FOR NONRESIDENTIAL STORES AND CENTERS (Amendment No. 187) The City Council of the City of West Covina does ordain as follows: SECTION NO.l: Chapter 26, Article VII, Division 2, Section 26-328 of the West Covina Municipal Code is hereby amended to read as follows: • Section 26-328 detached sign, identification (not in P-B, 0-S, O-P and I-P Zones. a. In lieu of roof signs allowed in Section 26-325, a double face detached identification sign shall be permitted to: 1. Shopping centers and neighborhood shopping centers. 2. Commercial centers with fewer than five stores with common parking lots. 3. Stores on their own individual site (not part of a center). b. Floor area to allowable sign face area shall be as depicted in the following chart: MINIMUM FLOOR AREA MAXIMUM AREA OF ONE MAXIMUM IN 1,000 SQ. FT. FACE OF SIGN IN SQ. FT. At the discretion of the owner or manager of the center or stores, the signage permitted in Paragraph (b) may be allocated as follows: 1. One hundred percent used to identify the center or a store on its own individual site; or 2. A maximum of 25 percent to identify the center, a maximum of 25 percent to identify major tenants and a minimum of 50 percent devoted to minor tenant; or 3. A maximum of 50 percent to identify the center and the balance distributed equally to tenants. (A tenant occupying two or more leasible store areas to receive a proportionate amount of signage; or 4. Shopping centers consisting of 30,000 square feet or more floor area: i. A portion of the sign to identify the center. • ii. A portion of the sign divided equally among major tenants. iii. A portion of the sign divided equally among secondary major tenants. d. Such signs shall be placed within a permanently landscaped area no less than 24 square feet surrounded by a concrete or comparable curb of no less than six inches. e. The general location and dimensions of the identification sign shall be approved by the Planning Director unless fixed by a precise plan or by the Planning Commission or City Council. f. Such signs shall be permitted on each major arterial for shopping centers having over 100,000 square feet of floor area Any nonconforming signs, roof signs or signs in excess of area or height allowed by Paragraph (b) of this Section due to a variance or other means shall be removed or reduced to conformity, or, at • the discretion of the Planning Director, deducted from the area or height of the sign or signs allowed by this paragraph. g. A sign permit is required as specified in Section 7-134 of the Municipal Code. SECTION NO. 2: Chapter 26, Article VII, Division 2, of the West Covina Municipal Code is hereby amended by adding Section 26-328.5 to read as follows: Section 26-328.5 detached monument sign, minor tenant directory (not in P-B, 0-S, O-P and I-P Zones). a. Double face detached monument directory signs shall be permitted for MINOR TENANTS ONLY of a shopping center that is not a regional mall if n 1. The shopping center has 30,000 square feet or more in floor area; and 2. Such minor tenants are not included in the square footage allotted to the center identification sign permitted in Section 26-328 and do not have roof signs; and 3. All minor tenant identification signs are equal in size; and • 4. No primary or secondary major tenant allotted signage as permitted in Section 26-328 shall be identified by this sign; and b. Monument signs shall be of the same architectural style as the shopping center and no higher than eight (8) feet from finished grade. One face of a double-faced sign shall be counted and shall not exceed fifty (50) square feet in area. If in the opinion of the Planning Director, the design or street frontage of the shopping center is,such that it precludes the effective use of the number of signs allowed in Paragraph (b) of this Section, the total maximum area of permitted signage may be • distributed in a smaller number of signs with maximum heights as depicted in the following chart: -2- MINIMUM AREA OF ONE FACE OF SIGN MAXIMUM HEIGHT • • Under 65 sq. ft. 8 ft. 65 sq. ft. 10 ft. 75 sq. ft. 15 ft. 100 sq. ft. 20 ft. 150 sq. ft. 25 ft. d. Background and letter coloring of detached tenants directory signs shall be consistent throughout the entire center. e. Such signs shall be placed within a permanently landscaped area no less than 24 square feet surrounded by a concrete or comparable curb of no less than six inches. f. The general location and dimensions of the identification sign shall be approved by the Planning Director unless fixed by a precise plan or by the Planning Commission or City Council. g. A sign permit is required as specified in Section 7-134 of the Municipal Code. SECTION NO. 3: The City Council finds and determines that said Amendment to the Municipal Code is a minor modification to the City's Zoning Ordinance and is, therefore, categorically exempt (Class 5) from the requirements of the California Environmental Quality Act of 1970 (CEQA). SECTION NO. 4: The City Clerk shall certify to the passage of this Ordinance and shall cause the same to be published as required by law. PASSED and APPROVED this 24th day of October, 1983.
