AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA
MUNICIPAL CODE SECTION 22-183(a) RELATIVE TO PARKING
A VEHICLE IN THE PUBLIC RIGHT-OF-WAY FOR THE PRINCIPAL
PURPOSE OF SELLING OR OFFERING FOR SALE SAID VEHICLE.
• WHEREAS, the parking of vehicles in the public right-of-way for the
principal purpose of selling or offering for sale said vehicle endangers the
general health, safety and welfare;
NOW, THEREFORE, the City Council of the City of West Covina, California,
does ordain as follows:
SECTION ONE. The West Covina Municipal Code, Section 22-183(a),
is hereby amended to read as follows:
Selling or offering for sale said vehicle, whereby any conduct
in connection with such sale or offer takes place within the
roadway, including but not limited to, negotiations, displays
and inspections of the vehicle; provided, however, no person
shall be prohibited from parking upon the roadway a vehicle
upon which is displayed a sign or other writing advertising
said vehicle for sale, unless such sign is otherwise
prohibited by law.
SECTION TWO. If any section, subsection, sentence, clause, phrase,
part or portion of this Ordinance is for any reason held to be invalid or uncon-
stitutional by any court of competent jurisdiction, such decision shall not affect
the validity of the remaining portions of this Ordinance. The City Council de-
clares that it would have adopted this Ordinance and each section, subsection,
sentence, clause, phrase, part or portion thereof, irrespective of the fact that
• any one or more sections, subsections, clauses, phrases, parts or portions be
declared invalid or unconstitutional.
SECTION THREE. The Mayor shall sign and City Clerk shall certify
to the passage and a oT ption of this ordinance and shall cause the same to be
published in the manner prescribed by law.
