ORDINANCE NO. 1589
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, ESTABLISHING THE HOLT
AVENUE FLOODWAY AND WATER SURFACE ELEVATIONS BY
ADDING SECTION 9-25 TO THE WEST COVINA MUNICIPAL
CODE.
WHEREAS, the City of West Covina has applied for participa-
tion in the National Flood Insurance Program; and
WHEREAS, the City Council has
for the regulation of construction
established floodway; and
adopted an Ordinance providing
within flood hazard areas and
WHEREAS, creating and establishing the Holt Avenue Floodway
and Water Surface Elevations is necessary in order to assure
public health and safety; and
WHEREAS, the Los Angeles County Flood Control District has
prepared a floodway map for said floodway; and
WHEREAS, the Planning Commission has found that this project
will not have a significant effect on the environment and has
certified a Negative Declaration of Environmental Impact therefor
in accordance with the California Environmental Impact Guidelines.
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows:
SECTION 1. Section 9-25 is hereby added to the West Covina
Municipal Code to read as follows:
Section 9-25. Establishment of Floodways.
In reference to Sec. 7-18 which regulates construc-
tion within flood hazard areas and established
floodways, the following floodway(s) are hereby
established:
(a) West Covina Plan Number 961-D by refer-
ence, which is on file in the office of the
City Engineer, to be known as the "Holt Avenue
Floodway and Water Surface Elevations" which
floodway is subject to severe flood hazard by
reason of inundation, overflow, erosion or
deposition of debris.
SECTION 2. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as re-
quired by law.
The City Clerk is also directed to _forward a certified copy
of this ordinance to the State of California, Department of
Housing and Community Development and to the Federal Emergency
Management Agency.
