AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
• WEST COVINA, CALIFORNIA, ADOPTING THE 1982
EDITION OF THE STANDARD SPECIFICATIONS FOR
PUBLIC WORKS CONSTRUCTION BY AMENDING SECTION
19-1 OF THE WEST COVINA MUNICIPAL CODE.
WHEREAS, the Standard Specifications for Public Works Con-
struction are currently adopted through Section 19-1 of the West
Covina Municipal Code for use within the City of West Covina;
and
WHEREAS, said Standard Specifications are revised and
published tri-annually; and
WHEREAS, the 1982 Edition of said Standard Specifications
has recently been published; and
WHEREAS, it is the City Council's desire to utilize the
latest editions of said Standard Specifications; and
WHEREAS, three full printed copies of the 1982 Edition of
the Standard Specifications for Public Works Construction have
been filed in the City Clerk's office of the City of West Covina.
NOW, THEREFORE, the City Council of the City of West
Covina does ordain as follows:

SECTION 1. Section 19-1 of the West Covina Municipal
Code is hereby amended to read as follows:
Subject to the condition hereinafter set forth in this
section, that certain code entitled "Standard Specifi-
cations for Public Works Construction", 1982 Edition,
written and promulgated by the Joint Committee of the
Southern California Chapters of the American Public
Works Association and the Associated General Con-
tractors of America, consisting of a published com-
pilation of a uniform set of specifications, updated
and embracing the most modern materials and construc-
tion techniques for public works construction, adopted
by the County of Los Angeles, an agency of the state,
three (3) full printed copies of which, printed as a
code in book form, were by the City Council ordered
filed and which have been filed in the office of the
City Clerk, and which, as so on file, are hereby
referred to and by this reference expressly incor-
porated herein and made a part hereof as fully and for
all intents and purposes as though set forth herein at
length, shall be and the same is hereby adopted and
established as the specifications, rules, regulations,
standards, contracts, permits and provisions which
shall govern and apply to and be observed in the con-
struction, alteration, installation, repair, removal
and demolition of public works within the city or by
the city as to all matters therein set forth; sub-
ject, however, to the condition that whenever any
provision of such standard specifications hereby
• adopted conflicts with any other provision or
requirement of the Municipal Code, such other pro-
vision or requirement shall apply.
SECTION 2. The City Clerk shall certify to the passage of
this ordinance and shall cause the same to be published as
required by law.
