Ordinance - 1537ORDINANCE NO. 1537 AN ORDINANCE :OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING SECTION 22-188 RELATING TO THE REGULATION OF PARKING IN FIRE'LANES ON PRIVATE PROPERTY. • The City Council of the City of West Covina does ordain as follows: SECTION,l. The West Covina Municipal Code, Chapter 22 entitled "Traffic Regulations" is hereby amended by adding Section 22-188 to read as.follows: Section 22-188 - PARKING IN FIRE LANES ON PRIVATE PROPERTY A. Each parcel or lot used for apartments, condo- miniums, a hospital, or institutional commercial or industrial purposes shall provide and maintain thereon vehicular access for emergency fire vehicles. Such lanes shall be unobstructed and not less than twenty-five feet in width. Variance from the requirements of this subsection, may be approved by the traffic authority only upon a determination that safety and access has been provided which is substantially similar to that available were the required lanes provided. B. Lanes for emergency fire vehicles within insti- tutional commercial and industrial uses shall be posted as follows: 1. A metal sign, sixteen inches by sixteen inches in size, shall be mounted atop a six-foot metal post. Said sign shall be the following legend in red lettering on a white background: "FIRE LANE NO PARKING SECTION 22-188 WEST COVINA MUNICIPAL CODE" 2. All of the curb faces fronting the lanes shall be painted red. The words "Fire Lane" shall be painted thereon in three-inch white letters, every twenty linear feet. 3. Where there.is no curbing adjacent to the lane, the twenty-five foot access shall be marked by a painted chrome -yellow line, two inches wide on each of the lanes. 4. The surface of every -lane shall bear the words "No Parking - Fire Lane" in chrome -yellow paint printed in letters at least twelve inches high with a two-inch stroke. The wording shall be spaced to cover the entire width of the lanes and each wording group shall not be located further than seventy-five linear feet apart. Deviations from these posting requirements may be permitted by the traffic authority only upon showing that: a. Special circumstances make compliance imprac- tical; and b. An alternative method of posting will provide substantially similar notice to the public. Posting requirements for apartments, condo- miniums and hospitals can be as set forth • in subsection b. The posting requirements set forth in subsection Bl, 2 and 3 of this section shall apply to fire lanes, established prior to the adoption of this section as well as those established subsequent thereto. C. Parking or the maintenance of any obstruction within any portion of a posted fire lane is prohibited. Any vehicle parked in violation of this section shall be subject to being towed away and impounded. D. Any violation of the provisions of this section shall be a misdemeanor and shall be punishable by a fine of not less than twenty-five dollars. E. The registered owner of any vehicle parked in violation of this section shall be responsible for all expenses incurred in connection with the towing and impounding of such vehicle. SECTION 2. The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published as required by law. • PASSED AND APPROVED this. 22nd day of _February 1982.
